Raising Expectations The challenge  Raising participation age to 17 by 2013, 18 by 2015  Raising attainment, particularly for vulnerable groups  Addressing adult skill shortages  Changing lives through adult learning Build on strengths in Surrey  High performing providers  78% Level 2 by age 19, 78% for working age population  60% Level 3 by age 19, 62% for working age population Recognise challenges  Vulnerable groups  Economic downturn and increasing unemployment and NEETs

Surrey County Council’s future role  Working with Young People’s Learning Agency, National Apprenticeships Service and Skills Funding Agency  Commissioning education and training from 1 April  Funding provision for Learners with Learning Difficulties and Disabilities from 2012/2013.
