Introduction to the Nunavut Water Board (NWB) Established pursuant to Article 13 of the Nunavut Land Claims Agreement (NLCA) as an Institution of Public Government (IPG). NWB has the responsibilities and powers over the regulation, use and management of water in Nunavut. Objective is to provide a means for the conservation and utilization of waters in Nunavut, except in a national park, in a manner that will provide the optimum benefit from those waters for the residents of Nunavut in particular and Canadians in general. Date Licence Issuance: June 9, 2010 Date Licence Expiry: May 31, 2015 Water use not to be Exceeded: 850,000 m 3 annually Water use for Municipal undertaking: Nipissar Lake  Operation of Water Supply Facilities, Utilidor and Sewage Treatment Facility GN-CGS Hamlet of Rankin Inlet Type “A” 3AM-GRA1015 Water Licence Rankin Inlet - September 25, 2014

Includes: Water Supply Facilities:  Areas and associated infrastructure at Nipissar Lake, including the Lake, intake lines, pump- house, underground pipeline and Williamson Lake water tank Sewage Treatment Facility:  Sewage Collection System – mostly piped sewage service and trucked pump-out service  Waste Water Treatment Plant to provide primary treatment via a rotating drum screen, and discharge Sewage to the marine environment in Prairie Bay GN-CGS Hamlet of Rankin Inlet Type “A” 3AM-GRA1015 Water Licence Rankin Inlet - September 25, 2014

NWB received a Type “A” Water Licence Amendment application and supporting documents (Application) from Stantec Architecture Ltd. (Stantec) on behalf of GN-CGS for Water Licence 3AM- GRA1015 on August 14, 2012, October 6, 2012 and August 12, 2013, regarding Seasonal replenishment of Nipissar Lake: Water to be withdrawn from Char River, exiting Lower Landing Lake, and pumped to Nipissar Lake each summer for approximately 125 days annually as requested originally. According to Stantec May 2014 submission the number of pumping days would be increasing from 14 in 2014 to 79 in 2030, reassessed in September to approximately 43 days. Resupply pump system is designed for 700 USGPM (one USG – 3.6 L) to pump up to roughly 145 m 3 /hr. or 292,730 m 3 /year (if 84 pumping days) additional water to Nipissar Lake. Reasons for replenishment of Nipissar Lake: According to FSC Architects & Engineers 2009 Survey the volume of Nipissar Lake decreased from 3,469,780 m 3 in 1995 to 2,809,260 m 3 in 2009 or by 660,520 m 3 or 44,000 m 3 /year Nipissar Lake natural replenishment is estimated to be 311,789 m 3 /year Water usage in 2013 (being reported): 603,234 m 3 Difference calculated for 2013: 291,445 m 3 /year Amendment Application before the Board Type “A” 3AM-GRA1015 Water Licence Rankin Inlet - September 25, 2014

Procedural History of 3AM-GRA1015 Water Licence Amendment Application August 23, 2013 NWB acknowledged receipt of the Application asking parties to review the scope and completeness of information provided and submit their comments to the NWB by September 13, 2013 extended to September 20, September 20, 2013 NWB received comments and additional information requests from Aboriginal Affairs and Northern Development Canada (AANDC) and Fisheries and Oceans Canada (DFO). October 11, 2013 Additional Information was provided by Stantec (Proponent’s Representative). November 19, 2013 NWB determined that the Application could proceed to the next steps in the NWB’s regulatory process and invited parties to complete a full technical assessment of the Application. Procedural History of Water Licence Amendment Application November 19, 2013 NWB asked parties to make written representations to the NWB by December 19, 2013 Week of January 13 th 2014 was Previously set for a Technical Meeting and Pre-Hearing Conference (TM/PHC) in Rankin Inlet December 18, 2013 NWB received comments from AANDC December 20, 2013 NWB confirmed the dates for TM/PHC as January 14 & 15, 2014 in Rankin Inlet Parties were asked to confirm their attendance at the TM/PHC by January 9, 2014 January 9, 2014 AANDC confirmed its attendance Rankin Inlet - September 25, 2014

Procedural History of 3AM-GRA1015 Water Licence Amendment Application January 14, 2014 NWB staff held the Technical Meeting and Community Meeting. January 15, 2014 NWB held Pre-Hearing Conference. January 28, 2014 NWB issued a Pre-Hearing Conference decision, in which it set a deadline for the receipt GN-CGS responses to commitments made during the TM/PHC. February 7 and May 9, 2014 GN-CGS and Stantec provided additional documents in response to the Commitments accepted during the TM/PHC. Rankin Inlet - September 25, 2014

June 26, 2014 Nunavut Impact Review Board (NIRB) issued its Screening Decision Report with Project-specific terms and conditions. July 4, 2014 NWB issued the Notice of Public Hearing (PH) in which set deadlines for final submissions from Parties and Applicant and dates for the PH. August 28, 2014 NWB received written submissions for the PH from AANDC. September 11, 2014 NWB received written submissions for the PH from Applicant. Next Steps in the NWB Process September 25-26, 2014 – Public Hearing for the Hamlet of Rankin Inlet Water Licence Amendment. Following the Public Hearing – the NWB will make its decision that will be issued to the Minister of AANDC for approval/or not, and should an amendment be issued, a draft amendment for the Licence will accompany the decision.
