East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE ATTENDANCE IN EAST RIDING OF YORKSHIRE PRIMARY SCHOOLS

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE Scenario One: A year four pupil is performing at the local community centre in an event organised by a non school drama group. You give permission for the pupil to be absent from school, what mark should be recorded on the pupils attendance certificate B C O Will this affect the pupils attendance % and your schools attendance?

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE Scenario Two: You have a pupil with behaviour problems who is struggling to complete a full week in school without being excluded. You place the pupil on a part time timetable to reduce their chance of being excluded again. How should the sessions/days the pupil is not attending school be marked? B C O Will this affect the pupils attendance % and your schools attendance ?

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE Scenario Three: You referred pupil B to your EWO two months ago because she was missing lots of school due to illness. The EWO informs you that the parent has refused permission to contact the GP. Pupil B does not turn up for school and you call home, (first day absence procedures), the parent says she is ill, how should this be marked? I M O Will this affect the childs attendance % and your schools attendance?

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE The focus of the LA and the DCSF has changed, we now focus on overall absence (and therefore overall attendance) According to the DCSF, attendance nationally has been improving What is the situation in the East Riding for primary schools? How well do you think East Riding schools are doing compared to our statistical neighbours? How well do you think East Riding schools are doing compared to the national average?

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE Ranking is out of 150 local authorities

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE In Summary Attendance in our primary schools is better than that of our statistical neighbours and the national average However in 2003/4 we had the fifth best attendance, we are currently sitting at 23 rd (out of 150)

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone Persistent Absence We define a persistent absentee as a pupil who, at any point in the year, has accumulated absence at 20% or more of the available sessions regardless of whether these are authorised or unauthorised. IMPROVING SCHOOL ATTENDANCE: PROGRESS REPORT and FORWARD STRATEGY DCSF August 2008

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone Persistent Absence PA Priority School Secondary Schools –A school with 7% or more of their pupils that have missed 20% of available sessions –Was 9% in 2006/7, 2007/8 The Childrens Plan: Building Brighter Futures target is that: –reduce PA by at least a third from levels so that – by 2011 no local authority will have more than 5% of its secondary school pupils as persistent absentees

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone Persistent Absence Reason to believe that in Primary schools will be targeted SIPS visits November 2008 – to agree absence and persistent absence targets for two academic years (to 2010/11) Information in the Data Packs Primary Behaviour and Attendance Partnership: –To highlight priorities for localities

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone Persistent Absence If we use the DCSF criteria for defining secondary PA schools (and 2007/08 PA figures from your schools) –In 2008/09 we would have had 3 PA targeted primary schools (7%) –In 2009/10 we will have 6 PA targeted primary schools (6%) –In 2010/11 we will have 7 PA targeted primary schools (5%)

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone Persistent Absence Realistically the percentage of PA will be lower for primary schools than for secondary schools If we say targets of 5% PA 2008/09, 4% PA 2009/10 and 3% PA 2010/11 is more realistic then: –In 2008/9 we would have had 6 PA primary schools –In 2009/10 we will have 17 PA primary schools –In 2010/11 we will have 24 PA primary schools

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone Persistent Absence

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone Persistent Absence In 2006/07 we were ranked 7 th for PA (out of 150) In 2007/08 we were ranked 20 th for PA (out of 150)

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE PRIMARY SCHOOLS Do you know what your schools absence target is ? Do you know what your schools persistent absence target is ? Do you know how your school is performing against your absence targets? How well do you think your school is doing compared to other East Riding Schools? Will you be one of our PA targeted schools in the future?

East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone ATTENDANCE Next Steps To set our priorities in relation to school attendance ACTIVITY 1)In your localities identify five issues relating to attendance that you need to challenge (previously highlighted; persistent absence, term time holidays, attendance codes and statistical meanings, EWO time allocation, P/T timetables, attendance policy and strategy, accessing services, parenting classes, transition) 1a) Highlight how working in partnership could help you challenge each of these issues 2)Put these issues into order of priority 3)Appoint a spokesperson to feedback
