Presentation transcript:

A forum for coordinating state, federal, and tribal aquatic monitoring programs in the Pacific Northwest Pacific Northwest Aquatic Monitoring Partnership (PNAMP) Jennifer M. Bayer, Coordinator (USGS)

PNAMP Goals  Allow shared resources and data across organizations  Provide increased scientific credibility, cost-effective use of limited funds, and greater accountability to stakeholders

PNAMP Objectives   Provide a technical forum to develop, coordinate and inform monitoring and evaluation (M&E) programs   Provide a forum for communication with decision makers   Be a clearinghouse for sample design, protocol development, and data management activities   Provide process to establish landscape/ecosystem metrics

PNAMP Partners WA GSRO Charter signed by 19 state, tribal, federal, and regional entities:

Coordination Structure Executive Network Steering Committee Technical Groups Watershed Condition Project Effectiveness Fish Population Monitoring Data Management Coordinator Lead

One Example of Coordination Between/ Among Major M&E Efforts in the CRB PNAMP Partnership CSMEPPilot Projects Common goal and an emerging hierarchy of roles and responsibilities CSMEP—19 agencies peer review and coordination in Columbia Basin PNAMP—Develop protocols and standards, West Coast coordination, communications pathway BPA Pilot Studies–logistical and practical implementation on the ground—testing and training

PNAMP Current Tasks  Inventory  Inventory of monitoring activities pilot complete 2007  Management Question  Management Question coordination survey report complete 2007  Indicators  High-level Indicators coordination draft complete  Project Tracking  Data Management Needs for Regional Project Tracking to Support Implementation & Eff’ness Monitoring (Katz et al) recommendation 2007 Survey Design  Integrated Survey Design for status/trend monitoring demo project proposed for LCR Remote Sensing  Remote Sensing Applications for Monitoring workshop fall 2007

PNAMP Protocol Tasks Protocol Tools  protocol format  Recommended protocol format (Oakely et al 2003)  Protocol Manager  Developing protocol catalogue & data dictionary tool (Protocol Manager)  Data dictionary  Data dictionary content development

PNAMP Protocol Tasks   Macroinvertebrate assemblage   Fish population monitoring techniques   Watershed assessment (habitat) techniques   Estuary monitoring   Effectiveness monitoring Protocols under development

Fish Population Monitoring Protocols   State of the Salmon’s Salmonid Field Protocols Handbook (AFS publication)   PNAMP recommendation 2007   Available NOW from AFS! “Gap Analysis” Meeting July 2007  PNAMP will facilitate further development of these (and other) methods. “Gap Analysis” Meeting July 2007

Fish Population Monitoring Protocols  NEW START  Tagging, Telemetry, & Marking Techniques: NEW START   Scoping meeting May 2007; follow up to set approach & identify work teams (June – Sept 2007)   completion of products

Habitat Assessment Protocols   Evaluate protocols to determine which are the “best” at minimizing among crew variation while maximizing differences among streams.   Determine if relationships can be developed among different protocols for the same attribute.   Do these results reflect some true value? Protocol Comparison Project Objectives:

Protocol Comparison Project  summary manuscript expected June 2007  Preliminary results complete; summary manuscript expected June 2007 manuscript accepted  Comparison of observer variability WRT Rosgen classification; manuscript accepted expected winter 2007  Comparison of LiDAR & ground-truth data; expected winter 2007

Data Management Standards PNAMP partners with regional data management entities:   NW Environmental Data Network (NED)   Pacific Northwest Regional Geographic Information Council (PNW RGIC)  Regional Information Management Executive Summit - October 2, 2007

Data Management Standards From NED:   Best Practices for Reporting Location and Time Related Data (v3.2)   Best Practices for Data Dictionary Definitions and Usage (v1.1)   Check List for Organizing Field Collection and Management of Data

Next Steps Please join in!   FPM WG TTM: meets June 25, more to come   FPM WG ‘gap analysis’ task: July TBD   Estuary WG meeting: July TBD   Remote Sensing for Monitoring: September   Integrated Survey Design for status/trend monitoring demo project: summer prep
