2 Background and objective Established as a city group by UN Statistical Commission 2005 “To address issues related to energy statistics and contribute to improved international standards and improved methods for official energy statistics by pooling expertise in the energy community. “ –One action point: “To review and contribute to the updating of UNSD handbooks and manuals on energy statistics” In parallel establishment of InterSecretariat Working Group on Energy Statistics (InterEnerStat)

5 Oslo Group – main content provider All chapters are based on contributions from the members of the Oslo Group and on other international standards and manuals OG members has contribution: –At OG1: 31 presentations and documents –At OG2: 28 presentations and documents –List of issues 2007 and OG3: 40 presentations and documents –IRES drafting schedule 2008: 11 chapters written by UNSD and 11 issue papers written by OG members.

7 International Workshop on Energy Statistics Aguascalientes, Mexico, 2-5 December 2008 Part of the consultation process on IRES. Serve as a forum for particular developing countries to actively contribute to preparation of IRES Objectives: –Review chapters for IRES –Review country practices –Identify main difficulties from the country perspective –Make progress on making IRES applicable for all countries irrespectively of the level of development of their statistical systems.

9 Cooperation with other groups 2: Climate change, Development and Official Statistics Two meetings (Oslo and Seoul ) Program Reviewer report (E/CN.3/2009/2) for SC 2009 ”7. The objective of this Review is to specify how official statistics may be used for climate change related measurement and analysis and to identify recommendations and actions to mainstream the climate change aspect of official statistics, thus strengthening the role of official statistics and NSOs in this area.[]” Climate statistics part of official statistics

10 Cooperation with other groups 2: Climate change, Development and Official Statistics “26. Another priority area is energy statistics. The Oslo Group and the Intersecretariat Working Group on Energy Statistics are working on this and together with UNSD they are preparing the new IRES and the ESCM with a view to improve official energy statistics. This work takes into account the requirements of emission inventories and other climate change related aspects of energy statistics.” “27. Recommendation I: Ensure that relevant international statistical standards and classifications give proper attention to climate change issues, with particular focus on land use/land cover and energy statistics.”

11 Implications for OG and our work: Climate statistics part of official statistics => energy statistics must be official statistics Focus on user needs related to scope of energy statistics –Production boundary –Principles –etc. Collect data once – use many times (official statistics) Energy data collected and treated for multiple users/multipurpose Aim: Reliable, consistent, timely and comparable energy data available for all users Lead to: Consistent data in all systems
