Texas State University HUB Outreach Program Texas State University is committed to the highest ethical standards in providing equal opportunities to all minority and women-owned businesses. The university is determined to increase HUB participation in the procurement of all goods and services, including construction. Things to know….  Any government entity that spend $10 million a fiscal year is required to have a HUB Program within their organization. Currently there are 180+ government entities and you will need to know their processes in doing business with them.  Report HUB Expenditures on a semi-annual and annual basis to the state. report-FY12/

How Texas State University Purchases Goods and Services Procard/Small Dollar Purchases - $5,000 and less Department buyers make non-restricted purchases directly from vendor. Informal - $5, to $25,000 Certified purchasing buyers request three quotes. 2 quotes from HUBs. Formal - $25, and Up Formal bidding is posted on the State’s Electronic State Business Daily (ESBD). Notices are sent to minority-owned businesses and woman-owned businesses, if possible. Bids over $100,000 require HUB Subcontracting Plans (HSP). Group Co-operatives These are purchasing forums that supersede the threshold. We use several including TXMAS, BuyBoard, TCPN, Choice Facilities, US Communities, etc.
