Local Training and Exercise Program Spring Directors’ Seminar

Background SHSP/UASI – core homeland security assistance program provides funds to: – Build capabilities at state & local levels through planning, equipment, training, exercises – Implement goals in State Investment Justification & State Homeland Security Strategy & initiatives in State Preparedness Report Funding supports four mission areas of homeland security: prevent, protect, respond, recover. – Also aligns with DHS National Priorities, National Preparedness Guidelines, and 37 Target Capabilities re: terrorism prevention in Ohio Homeland Security Advisory Committee (HSAC) has deemed FCEM&HS lead agency for training and exercises for Franklin County.

TRAINING

Training Criteria for FCEM&HS to host/coordinate trainings: - Local agency/organization request - Various committee requests - State requests Classes are either: - DHS funded courses brought into area - Courses funded through PUCO/HMEP/etc. grants - Local classes like ICS 300/400 -Instructed free of charge by local fire/law enforcement -Way to give back to community for grant funds for needed equipment Centrally located FCEM&HS opens trainings not only to local jurisdictions, but statewide.

EXERCISES

Exercises Number of exercises by Franklin County is growing. Franklin County has large number who have taken FEMA Exercise Design class & HSEEP course. - Created pool of subject matter experts (SMEs) to serve on exercise design committees. Along with grant-funded exercises, FCEM&HS helped several smaller TTXs at local colleges, universities, etc.

Success Factors Successes in Franklin County’s training & exercise program can be attributed to: Good working relationship with OEMA HSAC committed to training first responders on new equipment & emerging trends Good working relationships with first-responder agencies, SMEs, community Wide distribution for upcoming trainings; reliance on other training committees to forward announcements Listing upcoming trainings/exercises on Web site and CIMS Handling coordination in-house

Future of Franklin County Training & Exercise Program A Regional Approach

New Training & Exercise Program FCEM&HS issued RFP for contractor to support Agency’s Grant Training & Exercise Program. FCEM&HS will develop & implement Training and Exercise Strategy for Metropolitan Statistical Area (MSA) consistent with the protocols, principles of National Incident Management System (NIMS). Finished product will include best practices, cost saving measures & coordinated approach to training & exercises within MSA (Delaware, Fairfield Franklin, Licking, Madison, Morrow, Pickaway, Union Counties).

The new approach will help de-conflict & document training & exercise activities in MSA. Also will help county directors strengthen community's preparedness for potential acts of terrorism and/or natural disasters. FCEM&HS will have capability to research, develop, conduct, submit reports on exercises in accordance with the HSEEP and State’s Terrorism/Multi-Hazard Exercise & Evaluation Manual.
