StephensonSlide 3 The Problem At present the ESO bit in the Interworking Capability field can be set to one only if Expedited Bandwidth Request (EBR) is supported However, supporting EBR means to request bandwidth for four possible uses: –Emergency call –Public first responder (e.g., fire department) –Private first responder (e.g., enterprise security guard) –Multi-level precedence and pre-emption (MLPP) An operator might choose to deploy emergency services without MLPP due to e.g. –Low user density -> resources always available –AP only deployed for emergency services -> MLPP could result in contention between emergency calls

StephensonSlide 4 Possible Solutions The TGu draft shall specify that EBR use for ESO is restricted to the Emergency Call bandwidth use option without MLPP Alternatively, the AP shall be able to reject request of MLPP in the ADDTS action frame from the non-AP STA The latter implies that the TGu draft shall include a new status code sent by the AP in order to reject the MLPP request form the non-AP STA

StephensonSlide 5 Conclusions The use of EBR for emergency calls shall be controllable, i.e. an operator shall be able to switch off EBR options for bandwidth use which are thought not to be needed Not addressing this problem could incur in unwanted resource contention even in cases of under used radio resources or in cases of resources solely used for emergency services
