[N.B. ‘Incapacity Benefits’ as discussed on the following slides includes Incapacity Benefit (IB), Severe Disablement Allowance (SDA) and Employment and Support Allowance (ESA), all out of work benefits paid on the grounds of not being able to work due to being incapacitated. ESA replaced IB in 2008 with claimants being gradually moved from IB onto ESA through new Work Capability Assessments. The number of people claiming IB, both men and women, has fallen and the number claiming ESA has risen since 2008 as a result. The number claiming SDA is low, no new claims for this benefit have been allowed since 2001] The recession began in 2008 in the same year that ESA was introduced in place of IB. Between 2008 and 2012, the overall claimant rate of incapacity benefits fell by 0.2 percentage points from 7.1% to 6.9% of all working age residents of Coventry. The claimant rate of incapacity benefits has been on a downward trend over the medium term, and fell notably more between 2005 and 2008 than it did in the last four years. Take me back to the data

Take me home What is this telling me? In the last four years the incapacity benefits claimant rate fell amongst males by 0.4 percentage points (290 fewer claimants) from 8.0% to 7.6%. It marginally increased amongst females by 0.1 points (210 more claimants) from 6.1% to 6.2%. Take me back to the data

Examining claimants by age group shows that the 55 to 64 year old group generally has the highest level of incapacity benefits claimants (13.3% of Coventry working age population claimed incapacity benefits in 2012) and that the year old group has the lowest (1.7% in 2012). The greatest decrease in claimants of incapacity benefits since 2008 has been in the 55 to 64 year old age group, the group with the highest proportion of claimants. Between 2008 and 2012 claimants in this age bracket fell by 0.8 percentage points (200 fewer claimants). Two age groups saw an increase in claimants over this time. Claimants in the 45 to 54 year old age group increased by 0.2 percentage points (230 more claimants) and 25 to 34 year old claimants increased by 0.1 percentage points (120 more claimants). Deprivation quintile 1 includes small areas in Coventry that are included in the most deprived 20% of areas in England, while deprivation quintile 5 includes those that fall within the least deprived 20%. In 2012, 11% of working age people living in the most deprived parts of the city were claiming incapacity benefits compared to 2% of working age people living in the least deprived areas.
