ICT STRATEGY AND IMPLIMENTATION IN A HOSPITAL JARED M OWINY UNITID FELLOW- HIV PROGRAMME MANAGEMENT

INTRODUCTION ICT strategy and implementation entails the change from traditional manual system of data collection and processing to Electronic system EMR that embraces modern technology with the relevant trained human resources for implantation and utilization

What needs to be done? Site preparation which will involve: Civil works, Electrical installations Fixed Cable Installation (Fibre, Copper Cabling) Enhancement Features Provision (Wireless, Voice, Video, Security) WAN / Internet Connectivity Capacity building Security features Monitoring and evaluation

OBJECTIVES The Hospital ICT Strategy and implementation has the overall objective of establishing a strong ICT infrastructure to support hospital operations by providing the means to capture, transmit, store and retrieve information in an accurate and timely manner, thereby enhancing the effectiveness and efficiency in providing evidence based healthcare, training and research

Communication network infrastructure The foundation for the ICT applications and services which will support the hospital processes like patient care, medical records and administrative functions. Installing, upgrading the current manual system to the desired automated system

CONTD. - Site preparation involving civil works, electrical installations Fixed Cable Installation (Fibre, Copper Cabling) - Procurement of the necessary hardware and software and provision - Provision enhancement Features (Wireless, Voice, Video, Security) WAN / Internet Connectivity

Capacity building Capacity building (staff training) must be done to all staff to change to the electronic data and records management including the administrative functions. Change management process and champions to be identified to lead the transformation to the electronic system

Security system Security features and appliances for the system must be put in place to ensure controlled accessibility, sharing of information that takes cognizance of privacy, confidentiality and ethical issues

Monitoring and Evaluation This is important to gauge the success of the strategy and its implementation. - Upon completion, the IHMIS must be monitored and evaluated if all features and equipment are functioning well for the realization of the objectives and the overall goal

Conclusion It is envisaged that with the development of the appropriate ICT architecture and also putting in place correct ICT policies, the hospital is poised to save in communication costs in the long run, however the initial budgetary requirement is huge and must be financed in one way of the other
