ITU Encouraging the deployment of IPv6 in the developing countries IPv6 workshop, Communications and Information Technology Commission (CITC). Riyadh, Saudi Arabia Date: 10 May 2011 ICT Applications and Cybersecurity / IEE International Telecommunication Union

2 Contents  Introduction  ITU IPv6 Group & Activities  Conclusion

Introduction IPv6 infrastructure deployment Resolution 180 of the Plenipotentiary Conference (Guadalajara, 2010), on facilitating the transition from IPv4 to IPv6. RESOLUTION 101 (Rev. Guadalajara, 2010) Internet Protocol-based networks RESOLUTION 63 (Hyderabad, 2010): IP address allocation and encouraging the deployment of IPv6 in the developing countries 3

Resolution 64 of the World Telecommunication Standardization Assembly (Johannesburg, 2008), which encourages the deployment of IPv6; Opinion 5 of the World Telecommunication Policy Forum (Lisbon, 2009), on capacity building in support of the adoption of IPv6; Invites the ITU to trust and security 1. accelerate activities associated with WTSA-08 Resolution 64 as well as consider the questions of providing trust and security in the use of IPv6 Etc… 4

ITU IPv6 Group & Activities 5 Questionnaire on IPv6 address allocation and encouraging the deployment of IPv6. Proportion of allocated IPv4 addresses per economy (as of 15 May 2009) Proportion of allocated IPv6 addresses per economy (as of 15 May 2009)

Trends in IPv6 allocations 8

ITU IPv6 Group Council 2009 approved the recommendation that the Director of TSB, in close collaboration with the Director of BDT, convenes a group open to the membership of ITU-T and ITU-D to conduct further activities toward the implementation  The Group on IPv6 is open to all ITU Member States, and Sector Members of ITU-T and ITU-D.  Chairman: Mr. Mohammed Al Khamis (United Arab Emirates)  To draft a global policy proposal for the reservation of a large IPv6 block, taking into consideration the future needs of developing countries, as outlined in paragraph 23 of C09/29.  To further study possible methodologies and related implementation mechanisms to ensure ‘equitable access’ to IPv6 resource by countries.  To further study the possibility for ITU to become another Internet Registry, and propose policies and procedures for ITU to manage a reserved IPv6 block.  To further study the feasibility and advisability of implementing the CIR model for those countries who would request national allocations.  To assist in the implementation of the project called for by Resolution 64, taking into account the needs at regional and national level in terms of capacity building and allocation policies.  To report to ITU Council 9

Possibility: ITU to become another Internet Registry 10

Conclusions  IPv6 has been developped as an evolution of IPv4 to enable IPv6 to provide many new features while building on the foundational concepts that made IPv4 so successful.  IPv6 Allocation: Many options are possible. E.g The Proposed Country based Internet Registries (CIR) Model: IPv6 Address allocation system by ITU to CIRs  Guidelines and best practices would be useful for Developing Countries for the IPv6 Implementation in Mobile and Fixed Networks taking into consideration, the Security and QoS issues. 11

 IPv6 security can be improved compared to IPv4 by the mandatory implementation of IPsec, adding the security measures at the IP layer  As IPv6 security is actively discussed and new issues appear, it is necessary to keep your information updated 12
