WCA Facilities Planning February

WCA Request 2 Educational Program: The Charter School’s educational program has unique facilities needs. Key components of the educational program of the Charter School include project based learning that combines language arts, mathematics and history/social studies with environmental education, garden/nutrition/cooking, intensive work in science and a strong integrated arts program (music, visual arts, dance and theater). Facility Needs: In order to effectively provide these aspects of our educational program, as well as the general classroom organization, the facility allocated to the Charter School must provide the following: o 16 classrooms for direct instruction (3 rooms over the 2012/2013 allocation) o 3 additional rooms that can be used for small group work, science lab, cooking, project work. o Additional space for music (Music Room) o Space for arts instruction (Art Room) o Lunch Room Contiguous Classrooms: The Charter School’s educational program requires all three kindergarten classes be located in the same building cluster; the same for three first grades, etc. It is essential for a strong education and social collaboration that similar grade levels be located adjacent to each other to insure cross class planning and sharing by the teachers at those grade levels and also to group appropriate play areas for various aged classes.

Prop 39 Timeline 5 The Charter School has until March 1, 2013, to respond to the preliminary proposal, expressing any concerns, addressing differences between the preliminary proposal and the facilities request, and/or making counter proposals. The Implementing Regulations Section (h) requires the District to provide a written final notification regarding the space to be allocated to the Charter School prior to April 1, The final notification specifically must include, at a minimum, the following: o The teaching station, specialized classroom space, and non-teaching station space offered for the exclusive use of the charter school and the teaching station, specialized classroom space, and non-teaching station space which the charter is to be provided access on a shared basis with District operated programs, if any; o For shared space, if any, the proposed arrangements for sharing; o The in-District classroom ADA assumptions for the Charter School upon which the allocation is based and, if the assumptions are different than those submitted by the charter school, a written explanation of the reasons for the differences; o The specific location of the space; o All conditions pertaining to the Charter School’s use of the space; o The pro rata share amount and a description of the methodology used to determine that amount; o The payment schedule for the pro rata share amount, which shall take into account the timing of revenues from the state and from local property taxes; and o A response to the Charter School’s concerns and/or counter-proposals, if any.
