District 6890 DDF Allocation Reward clubs for TRF contributions Encourage participation in grants Provide fair access to available DDF Comply with TRF Governance rules 4

District 6890 DDF Allocation Pro rata share of available DDF to be determined and “reserved” for clubs Based on TRF - AF giving three years prior (e.g., for ) Clubs have first opportunity to decide allocation of their money to projects Subject to eligibility requirements 5

District 6890 DDF Allocation Contribution “Circuit Breakers” & Project Minimums In order to sponsor a project under these guidelines, clubs must achieve one of two “circuit breakers” in the contribution year: 1.) Contribute a minimum of $2,500 to APF or 2.) Reach $100 per capita giving to APF Clubs not qualifying to sponsor grant eligible projects may still assign their reserve DDF to a partner club’s project of their choosing. This applies to both DISTRICT and GLOBAL Grants, and assumes club has participated in annual Grants Workshop and submitted signed MOU. TRF has set a $30,000 minimum for GLOBAL Grant projects, meaning total funding from all sources (including partner clubs outside D-6890) must be $30,000 or more. 9

District 6890 DDF Allocation All DDF money is eligible for allocation to qualifying GLOBAL Grants (TRF policy) Up to 50% of DDF money may be allocated to qualifying DISTRICT Grants (TRF policy) District 6890 CLUBS decide how to spend their money based on service initiatives 6

District 6890 DDF Allocation EXAMPLE Club RC contributes $12,000 to TRF Annual Fund in , representing 8.0% of District 6890 giving. In , TRF returns $75,000 in DDF to be allocated to qualifying grants. $6,000 (8.0% of $75,000) is “reserved” for Club RC until 8/30/2015. Club may apply all $6,000 to an eligible GLOBAL Grant or up to $3,000 to an eligible DISTRICT Grant (and balance to GLOBAL Grant). DDF matches “new” money 1:1 for DISTRICT Grants up to maximum allocation (e.g., 50% of $6,000 = $3,000 for Club RC). New money not required for DDF toward GLOBAL Grants. 7

World Fund matches DDF 1:1 and new money 1:2 ($1 = 50¢ WF). Assume Club RC has raised a total of $12,000 (new money) for DISTRICT and GLOBAL Grant projects. Allocation of funds results in different levels of available matching from TRF (World Fund). 8 ** TRF minimum GLOBAL Grant project is $30,000, so the $19,500 shown above represents only partial funding (i.e., would require transfer to or from another club)

District 6890 DDF Allocation Unclaimed DDF DISTRICT Grants will be awarded by 7/1 each year (application deadline 4/30). The balance of DDF will be available for GLOBAL Grants to be awarded by 10/1 (application deadline 8/30). DDF that is not allocated (or assigned) through the reserve process will be available awarded to eligible projects by the District 6890 TRF Grants (SHARE) Committee. When necessary, grant request evaluation will be based on factors including project life (years of impact), number of clubs participating, sponsor club’s per capita giving and public relations elements. 10

District 6890 DDF Allocation Scoring Grid for Allocation of Unclaimed DDF Club Per Capita Support of APF Top 25% = 7 pts 2nd 25% = 5 pts 3rd 25% = 3 pts Last 25% = 1 pt Per Capita APF of highest contributing club to project (generally project sponsor), based on quartile rank of District 6890 (Rotary year three years prior). Participating Clubs (min. $500) 3+ clubs = 5 pts 2 clubs = 3 pts 1 club = 1 pt Any number of clubs may participate. This metric will be based on number of clubs contributing at least $500 to the project. Project Sustainability (life expectancy) 5+ yrs = 5 pts 3-4 yrs = 3 pts 1-2 yrs = 1 pt Includes life expectancy of any equipment plus plans for ongoing support and/or additional project elements. Public Relations Element/Opportunity Substantial = 5 pts Moderate = 3 pts Minimal = 1 pt PR plan may be footnoted with application and may include activity in project community as well as local publicity for sponsoring Rotary club. 11
