VG identified several classification issues that should be considered during the next ISIC revision:  Agents and brokers vs. merchants in Retail Trade VG members questioned if there are areas of retail trade where it would be beneficial to separate retail agents and brokers selling goods on a fee or contract basis from retail merchants. In particular, this is a problem in the measurement of retail sales of automotive fuel where merchants selling gasoline through a third party gasoline station operator are classified in the same industry as the gasoline station operators.

 Distribution of motor vehicles VG recommends splitting the sale of motor vehicles into separate industries for wholesale and retail trade.  Factoryless Goods Producers VG members have raised measurement concerns in how to consistently apply the international standards for outsourcing of manufacturing activity. It would be prudent to review the NSO experiences in applying the new concept during the next review of ISIC. Some members believe the current rules around outsourcing should be modified.

 Bundling of Goods and Services Further direction is needed on how to classify and collect data on establishments that provide a bundle of goods and services (such as establishments that resell telecommunication services with cell phones). VG members recognized the constraints of the SNA in keeping a clear distinction between goods and services. Members offered a variety of different methods to address the measurement issues related to the bundling of activities.

 Method of sale VG members agreed that the method of sale can be an important distinction for product classification but there were no arguments put forward to support the current CPC distinction between goods sold in specialized stores vs. non-specialized stores. It was felt that such a delineation only makes sense in the industry classification. Future reviews of the CPC for retail should consider this recommendation.

 Commissions While most NSOs measure commissions in their turnover data, there are few examples of NSOs who actually use and deflate the commissions directly within their SNA. More direction is needed from national accountants on the data needs and treatment of commissions, particularly in retail trade, where retailers act as both merchants and agents. ◦ Should commissions be measured and priced separately from margins? ◦ In particular, should there be a distinction between commissions from the sale of goods vs. those on the sale of services?

 Quality Adjustment There are diverging views within VG about whether or not wholesale and retail SPPIs should reflect changes in the quality of the good sold. This complex issue will be discussed at the VG as part of a larger quality change discussion and should also involve price experts from the Ottawa Group on Price Indices.
