Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration  The Government is introducing changes to the special educational needs system within the Children and Families Act.  The changes will start to happen in September The ‘Children and Families Act’. Part 3 relates to how children and young people with special educational needs will be assessed and supported.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Some of the most significant changes happening are listed below:  A coordinated assessment process for 0-25 year olds (across health, education, social care)  An Education, Health and Care Plan which brings services together and is focused on improving outcomes. This will replace statements of special educational needs (SEN) and extend statutory protections to young people aged in colleges.  An offer of a personal budget for families with an Education, Health and Care plan.  The existing school-based SEN categories of 'School Action' and 'School Action Plus' are to be replaced by a single, school- based category.  Local Authorities must publish and review information about a range of services available for children and young people with special educational needs and disabilities (SEND) aged 0-25 years. This is to be known as the ‘Local Offer’.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Local Offer  The Children and Families Act says that Derbyshire will have to produce a ‘Local Offer’ for children and young people with special educational needs / disabilities aged 0-25 and their families.  The ‘Local Offer’ should provide clear information about support and opportunities that are available (e.g. schools, health services, groups and activities).  Derbyshire must involve parents, children and young people in developing and reviewing its Local Offer.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Local Offer  Developing the Local Offer should help to improve services by showing where different services may offer the same support or where families feel there is a gap and a service is not available to their child or young person.  The Local Offer should not simply be a list of services but it should be a way of looking at what services are available in Derbyshire and identifying where there may be gaps in services.  There is no extra money to provide more services so it is especially important that the services that are available are the right ones for families.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group LOCAL OFFER Putting the information you need to know in one place.  We hope the Local Offer will make it easier for parents to get the right help.  Your health worker, nursery nurse or member of school staff, will be able to make sure you are getting the right help and show you Derbyshire's Local Offer

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Do you have any questions on the Local Offer?

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Pathway for the Assessment, Planning and Support From Early Help to Statutory Assessment of Special Educational Needs  The Children and Families Act says that all children and young people who currently have a statement of educational needs will be transferred to an Educational, Health and Care Plan (EHC plan).  If your child/young person already has a Statement of Educational Needs, this will be transferred to an EHC Plan in the next 3 years.  Once your child/young person has an EHC Plan you will have the right to request support through a Personal Budget.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Pathway of Support, Assessment and Planning  All agencies in Derbyshire are changing the way they work with Children and Young people with developmental and learning needs.  To make sure the support is right for your child/young person and family we will be sharing information and making sure we plan in partnership with families.  We will do this by listening and working with your child/young person and yourselves.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Do you have any questions on Pathway Planning?

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Introducing Person Centred Approaches  As part of the changes we are introducing Person Centred Approaches to supporting families in Derbyshire.  Focus on the child / young person and their outcomes rather than their diagnosis.  Using ordinary language/images not professional jargon  Actively highlight strengths and what the child/young person can do.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Introducing Person Centred Approaches  The child/young person is at the centre of the work we do  Family members and friends are partners in planning  On going listening, learning

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Objectives of using person Centred Approaches  Strengthens the voice of the child/young person(and carers) about their achievements, outcomes and ambitions  Tailoring support and personal budgets around the person’s plan

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Do you have any questions on Person Centred Approaches?

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Help through the Single School Category/College funding for Special Educational Needs  For a child/young person who needs extra help at an early years setting, school, or college a member of staff at the school, college or nursery possibly the SENCO will plan with you how best your child or young people can be supported.  If there are other professionals involved with your child/young person a Team around the Family Meeting may be arranged.  You can all agree who will act as your Keyworker. If the help is mainly needed at the early years setting, school or college, someone at school can act as your Keyworker.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Key Worker ?  This would be the professional who is involved with your child and is best placed to help you to get the support you need.  Families have said that the times when they need a Keyworker could be when your baby is born with health needs, starting nursery or school, changing school or college and teenage years.  We are exploring in Derbyshire how to introduce the role of key workers when families need them.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Help through the Single School Category/College funding for Special Educational Needs  Together you will draw up a plan of how your child or young person's will need to be supported. The plan will be reviewed.  In most cases the support from the Local Offer and the Single School Category for Special Educational Needs at the setting will be enough.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Proposed Enhanced Local Offer and Local Support Plan  If it is agreed that the support available through school is not enough to meet your child/young person's needs the first step is for your Key worker to arrange a planning meeting to develop a Local Support Plan.  Once completed it will be submitted to the Local Educational Authority with a request for the additional resources which will be needed to give your child the support which has been identified in the Local Support Plan.  Your Key Worker would make sure that all the information about your child, young person and your family is up to date using an Early Help Assessment and Person Centred tools.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Enhanced Local Offer and Local Support Plan  The Local Support Plan would need to be agreed by parent’s, the setting and the Local Authority.  If the Local Support plan is not agreed, advice will be given on how further support can be accessed through the Local Offer and the Single School Category funding for special Educational Needs.  In both cases Your Key Worker will plan a review meeting with you to make sure the right support is in place.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Do you have any questions on the Local Support Plan?

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Education, Health and Care Plan  For some children and young people it will be agreed that to get the right support Education, Health and Care Services need to be working very closely together.  This would be possible through an Education, Health and Care Plan, so a Request for Statutory Assessment of Educational Needs would be completed by your key worker.  Parents also have the right to request a Statutory Assessment of Special Education Needs.

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Co-ordinated Assessment, Education, Health and Care Plan  Statutory assessment time will reduce from 26 weeks to 20 weeks  You will be given information about Personal Budgets.  All relevant previous assessment and information about your child/young person will be used to inform the co- ordinated assessment.  The child/young person and their parent/carer would be involved in the co-ordinated assessment and development of the EHC Plan

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Do you have any questions on how Education, Health and Care Plans will work?

Southern Derbyshire Clinical Commissioning Group North Derbyshire Clinical Commissioning Group Erewash Clinical Commissioning Group Hardwick Clinical Commissioning Group Support & Aspiration Consultation  If you could take the time to complete the surveys that Derbyshire County Council have put together, the results will be used to inform how services will look in the future.  Local Offer  Pathway of Support, Assessment and Planning  Education Health and Care Plan
