City of Santa Monica Green Building Ordinance City Council Meeting April 8, 2008 Susan Munves Energy & Green Building Program Administrator

ExistingProposed Applicability New construction and significant remodel except 1- and 2-family dwellings New construction and significant remodel Green Building Checklist nonemust submit, but as design tool Pipe Insulation R-4, R-6 ( 2)R-6, R-8 Solar Pool Heating New construction and significant remodel except 1- and 2-family dwellings All New Construction No Electric Resistance Heaters** Building Materials 4 materials with Recycled Content 5 Materials from a list of Green Materials Landscaping Standards Located in Zoning Ordinance Located in Green Building Ordinance. Require Plan Check and Inspection C&D Waste Plan Submit Plan, Divert 60% Security based on project cost Security is capped at $30,000 Compliance triggered at 1000 ft² Encourage salvage audit Exclude inert materials Must Divert 65% Demo-only – no minimum trigger and security based on square footage Summary

Energy Efficiency Requirements

LEED Grant Program LEED LevelSingle Family ResidenceMulti-familyTotal Available Certified$3,000 $2,000 per unit $20,000 up to 10 units Silver$4,000 $2,500 per unit $25,000 up to 10 units Gold$6,000 $3,000 per unit $30,000 up to 10 units Platinum$8,000 $3,500 per unit $35,000 up to 10 units

Landscaping Changes Provide mechanism for enforcement of water conservation regulations during irrigation installation and retrofits. Clarify definitions (high water use, hydrozoning, irrigation system, landscaping) No sprinkler irrigation within 18 inches of hardscape*** Maximum precipitation rate of 0.75 inches / hour 20% turfgrass limitation Installation costs the same as a “traditional” system Annual Savings: 50,000 gallons of water 400 pounds of yard waste 60 hours of maintenance labor $200 in water/sewer alone

Landscaping Changes Enforcement New Construction – Plan Check / Permit process, Demonstration of Irrigation system operation Retrofits – irrigation system work requires plumbing permit Enforcement based on permanent irrigation system, not plantings Planting changes may be difficult to enforce, but as long as permanent irrigation system standards are enforced, water conservation benefits are still significant (e.g. “hand” watering) Mechanism addresses both Efficiency (irrigation performance) and Total Use (planting irrigation needs).

Examples

C&D Waste proposal Broad changes remain: 65% diversion, exclude inerts No Change proposed for New Construction Changes only proposed for Demo-only permits No minimum trigger (current: 1000 sf) Security = $1 per square foot Small Demo projects – not a high $$ value, but they create lots of waste
