DELIVERY POINT VALIDATION (DPV) WHAT IS IT ? n DPV Technology Is Based On Compression Of Data Into Secure Binary SHA-1 Hash Table Form That Can Provide Yes Or No Answers Back When Interrogated. n Using This Approach The Entire USPS Delivery Point File Of 147 Million Addresses Has Been Condensed To A 600mb File. n This File Is The DPV Data Product.

DELIVERY POINT VALIDATION (DPV) HOW DO YOU USE IT? n The DPV Data Product Can Only Be Used In Conjunction With USPS CASS-Certified ZIP+4 Address Matching Products. n After An Address Has Matched To A Range-Based ZIP+4 Record, An Encoded Inquiry Is Made To The DPV Data Product To Determine If The Address Can Be Confirmed As A Specific Delivery Point.

(cont.) n The Combination Of Information Returned From The ZIP+4 Match And The DPV Inquiry Will Provide Mailers The Ability To:  Confirm The Address As A Delivery Point.  If Not Confirmed, An Increased Level Of Information Is Available For Mailers To Make Decisions.

EXAMPLE 123 MAIN ST APT 121 Input Address: 123 MAIN ST APT –123 MAIN ST APT Matches To The ZIP+4 Range Record: 123–123 MAIN ST APT However, The DPV Inquiry From This Match Returns A No Answer. Possible Reasons: 1. The Apt Number May Be Extraneous 2. The Apt Number May Be Transposed 3. The Apt Number May Not Have Been Added To The USPS Database Yet.

7 NEW ADDRESS INFORMATION SERVICES WHAT IS THE OPPORTUNITY? DELIVERY POINT VALIDATION (DPV) WHAT IS THE OPPORTUNITY? n Tests With Commercial Lists Show That Between 4% - 7% Of Addresses That Can Be ZIP+4 Coded Cannot Be DPV Confirmed.

8 NEW ADDRESS INFORMATION SERVICES HOW WILL DPV BE MADE AVAILABLE? DELIVERY POINT VALIDATION (DPV) HOW WILL DPV BE MADE AVAILABLE? There Will Be Two Methods, the First Is…. As a USPS Licensed Product. n The Product Will Be Licensed To Commercial Software Vendors for Integration Into Their Address-Matching Software Which Is USPS Coding Accuracy Support (CASS) Certified. n The Product Will Provide Information Directly Related To Improving Address Quality, Such As Yes/No Confirmation Of An Address As A USPS Delivery Point Or As A CMRA. n The DPV Product For Vendor Licensing Will Be Available in Late August 2001.

As USPS Licensed Service. n The Existing DSF Licensed Service and Its Technology Base Will Be Replaced With a New, Second-Generation DSF Service That Will Be DPV Technology Based. n The DPV Based Service Will Provide All of the Functionality of the Existing DSF Licensed Service.

(cont.) n Due To The Improved Data Protection That DPV Offers, It Will Be An Open Licensed Service Offering, Much Like FASTForward TM, Available To All Who Meet The USPS License Requirements And Standards. n Applications For Licensed Service Providers Will Be Accepted Beginning In Mid-August 2001.

11 NEW ADDRESS INFORMATION SERVICES ELECTRONIC ADDRESS SEQUENCING (EAS) n EAS Is A New Service Available From The National Customer Support Center (NCSC) Created As Result Of MTAC Workgroup. n It Is The Electronic Version Of The Existing DMM A920 Address Sequencing Service. n It Provides The Opportunity To Electronically Qualify Address Lists For All Carrier Route Rates And To Receive Bi-Monthly Electronic CDS Updates. n The Processing Fees Remain The Same As Manual Process. n Files Are Accepted On All Standard Electronic Media.
