European Aviation Safety Agency Restricted Certificates of Airworthiness Restricted Certificate of Airworthiness (R-CoA) Two possibilities: Based on R-TC; or Based on Specific Airworthiness Specifications (SAS)

European Aviation Safety Agency Restricted Certificates of Airworthiness R-CoA Overview of changes introduced by NPA CRD: R-TC eligibility limited to special purpose AP DOA possible for continued validity of TC R-STC concept Clarification: SAS and separate design approval R-CoA based on normal TC + R-STC Orphan TC becomes design approval based on SAS automatically

European Aviation Safety Agency Restricted Certificates of Airworthiness R-CoA R-TC eligibility limited to special purpose Only when a normal TC is not appropriate Designed for a specific use under defined conditions Permanent deviations from essential requirements are justified E.g. agricultural use, fire prevention / suppression, large volume cargo NOTE: R-TC is not an operational category, i.e. if compliance with ER can be shown: no need for R-TC

European Aviation Safety Agency Restricted Certificates of Airworthiness R-CoA Other than DOA possible for continued validity of TC To allow easier maintenance of old TC trying to avoid more orphans For continued airworthiness activities only Not for design changes

European Aviation Safety Agency Restricted Certificates of Airworthiness R-CoA R-STC concept Allows modification of aircraft with normal TC for a special purpose without the need for applying for a complete new R-TC R-CoA issued based on TC as modified/supplemented by R-STC

European Aviation Safety Agency Restricted Certificates of Airworthiness R-CoA Clarification: SAS and separate design approval In current rules SAS seems to include design approval In new system made clear: SAS is similar to TC basis made of one special condition Separate design approval if aircraft design is shown to be in compliance with SAS

European Aviation Safety Agency Restricted Certificates of Airworthiness R-CoA Orphan TC becomes design approval based on SAS automatically For new cases of orphan aircraft: Design approval based on SAS is automatically generated by law and is the old TC NAAs will have to revoke CoA and issue R-CoA in stead

European Aviation Safety Agency Restricted Certificates of Airworthiness R-CoA Possible grandfathering of national design approvals for R-CoA valid on Need for survey of cases
