United States Postal Service ® ANK Link ™ The New Address Quality Tool Intelligent Mail Address Quality WEBCAST Monday August 15, 2005 National Customer Support Center Memphis TN

Why Use ANK Link ™? United States Postal Service ® Intelligent Mail Address Quality

Attempted Not Known and Forwarding Order Expired accounts for 30% of the reasons why mail is Undeliverable As Addressed (UAA) after eliminating forwarding volumes. It costs USPS ®.58 cents to return to sender and.04 cents to dispose of UAA mailpieces. USPS ® cost to handle ANK/FOE mailpieces: $300 million per year! The New Address Quality Tool ANK Link ™

Estimated cost to mailers for ANK/FOE mail based on postage costs alone: $ 120 million per year! The New Address Quality Tool ANK Link ™

USPS ® goal is to reduce UAA volume by 50% by 2010 New tools and strategies are required to drive UAA out of the mailstream! ANK Link gives service providers and mailers another tool to make intelligent choices when making decisions to mail to an address. The New Address Quality Tool ANK Link ™

ANK Link is an enhancement to the existing 18-month version of the NCOA Link ™ product. The ANK Link enhancement gives NCOA Link licensees the ability to provide mailers with feedback that there is a “probable move” for the name and address submitted beyond the 18-month change-of-address database. Matches in months 19 through 48 will not reveal a new address, but provide an ANK Link return code (77) along with a standard NCOA Link code. ANK Link may only be used in conjunction with standard NCOA Link processing. The New Address Quality Tool ANK Link ™

Input Name and Address, COA Filed 14 Months ago Input Name and Address, COA Filed 21 Months ago NCOA Link ™ New Address & or Return Code ANK LINK ™ 77 & Return Code (No New Address) ANK LINK ™ 77 & Return Code (No New Address) In ANK Link enhanced NCOA Link processing an input name and address in which the COA was filed between 1 and 18 months ago that makes a match will return either a new address and/or any appropriate return code. If matching to a COA filed 19 through 48 months ago an ANK Link 77 code is returned along with the appropriate NCOA Link return code Data Data 1-18

Mailers can: Make informed choices regarding a specific customer contact Continue to update customer’s old address with new address in months 1 through 18 Detect “probable” moves months 19 through 48 –choose to suppress the customer from the list or –determine the actual new address by engaging the services of a full-service NCOA Link ™ licensee.
