Presentation outline  Background;  Seed quality control and certification;  Legal and regulatory framework;  Steps for review;  Legislation of phytosanitary inspection and plant quarantine;

1. Background  Seed Certification and Plant Quarantine Service in Mozambique is under the DNSA-Ministry of Agriculture;  Seed Certification and Plant Quarantine Services are decentralized;

2. The seed quality control and certification  Seed quality control and certification is involving one Central Laboratory in Maputo and Regional Seed Laboratories:  In Gaza Province;  Manica,  Nampula and,  We have building a new laboratory in Zambezia Province. Regional Seed Lab in Lionde (Gaza) Maize seed analyses Maize seed production

3. Legal and regulatory framework (1)  The principal national law on seed is the Seed Act (law- decree no. 41/94);  On 2011 was approved regulation for variety pre- release and was approved around 89 varieties including potato, cassava and sweet potato varieties were not in the official list. Legal and regulatory framework (2)  The Regulation of Production, Commercialization, Quality Control and Seed Certification was approved on This regulation and Variety Release regulation are now under review;  The main reasons presented for review were:  To adjust some provision with actual realty  To harmonized with the SADC MoU Rice seed production Treated rice seed Rice seed in warehouse

4. Steps for review  Consultation meeting with different actors;  Justification;  Authorization;  Disigneted work team;  Produced Draft;  Draft presentation for Stakeholders;  Draft presentation for DNSA;  Draft presentation for MINAG technical counsel;  Draft presentation for MINAG consultive counsel to be approved;

5. Legislation of Phytosanitary Inspection and Plant Quarantine  The imports and exports of plants including seeds are regulated by the Decree 5/2009 of 1first June;  The Decree 5/2009 is recently reviewed to align it with IPPC/WTO, SPS agreements and SADC;  Mozambique have adopted the harmonized PEST LISTS for trade in selected seed crops within and outside the SADC region into the National Pest List;
