Government Declaration and Government Guarantees The National Government of the Republic of South Africa issued a Declaration in favor of FIFA regarding the obligations of Government with regard to the Competition The Government Declaration was issued on the 29 May 2003 pursuant to a decision of cabinet on the 14 May 2003

Our Specific Comments The OC welcomes the introduction of the Bill subject to appropriate amendments Regulations (not known at this time) – see Section 3(1) “…such measures as may be prescribed…” - also Section 31 (1) the Minister may make regulations …” – the impact of the Regulations on the FWC to be carefully assessed Excerpts from the Government Guarantees Some of the issues covered in the Bill are already addressed in the Special Measures Act (albeit an event specific legislation) – Conflict of laws (see Section 2 (1) The impact of the Bill on the Indemnity Prohibition on the Resale of Tickets to the FWC
