Usefulness of HIV testing in decision making (diagnosis and policy) depends on quality. HIV rapid tests, when performed by properly trained staff, are reliable. Training on the principles of testing, performance, and quality assurance is critical to the expansion of a successful testing program. Ongoing monitoring and evaluation of training is important to assure that the needs of trainers and trainees are met.
