Some Administrative Impacts on Online Learning and Teaching some comments for discussion at Center CSU on Feb. 12, 2014 by Dr. David Stoloff, Professor, Education, Eastern Connecticut State University

University Senate (2013). SB Bill to Revise Eastern Online Course Policy (revised January 22, 2013). Retrievable from SB Bill to Revise Eastern Online Course Policyrevised January 22, Bill to Revise Eastern Online Course Policyrevised January 22, At Eastern, we learned that - In order to maintain our NEASC accreditation, it must not be possible for any student to complete a major, certificate, or degree program with 50% or more of the credit hours taken online. Since the cap must be enforced at the degree, major and certificate levels, it is not possible to enforce this prohibition through the Registrar’s Office and the Student Information System.

Implications of this policy – course is considered online if one section is online, assuring that students can not complete more of than 50% of their coursework online. Courses are considered “online” if even on section of that course is offered online at any point in time. If either component of a cross-listed course is designated as “online,” both components will count toward programmatic limits on online credits. Department chairs and/or program coordinators will be responsible for enforcing the requirement that less than 50% of the credit hours required for degrees, majors, or certifications are available online. Department chairs and/or program coordinators should consider the impact of their online offerings on interdisciplinary programs and cross-listed courses.

Definition of online course, online- hybrid courses, on ground-hybrid course, e-learning program. The University offers courses or course sections as online, online-hybrid, on ground-hybrid or on ground according to the following definitions: An online course section is an E-Learning section of an existing course in which 100% of the class contact hours are conducted via the internet. The instructor for such a section shall provide all content via course management systems approved by the offering department and/or program, and University. An online-hybrid course section is an E-Learning section of an existing course that combines on-ground and online sessions. An online-hybrid course section substitutes 50% or more of on-ground contact hours with online contact hours. Online-hybrid courses are classified as “online courses.” An on ground-hybrid course is a section of an existing course that combines on-ground and online sessions, with less than 50% of contact hours occurring online. On ground-hybrid courses are not classified as “online courses.” E-Learning programs are degree, certificate, major programs in which 50% or more of the course work in the program is available for students to take online. According to NEASC guidelines, E-Learning programs require separate accreditations. An example at Eastern would be the Master of Science in Educational Technology program.

From Other influences on online learning in CSCU: Charter Oak State College is Connecticut's public online college offering bachelor's and associate degree completion programs for adults. The college was established in 1973 by the Connecticut legislature and is accredited by the New England Association of Schools and Colleges, and by the Connecticut Board of Governors for Higher Education. The college offers degree completion programs in a number of high-demand fields including Business, Health Care, Public Safety, Information Systems and more. Students can complete degrees in many concentrations through the exclusive use of affordable and accelerated online courses offered by the college. In other cases, concentrations may be completed by combining Charter Oak's courses and other sources of credit.
