Accomplished on-going evaluation researches Institutional system in Poland

Position of evaluation in the system? Institutional system in Poland 2004 Evaluation as a control instrument 2006 Evaluation as a legal obligation 2008 Evaluation as a management and accountability information source

Coordination&Networking Coordination&Networking Crucial in decentralized system! Evaluation is not a single research it’s a process

Coordination&Networking Coordination&networking instruments Thematic steering groups (allows for cooperation with monitoring, control and programming units) Steering Committee (involvement of decision makers) Evaluation report data base (all evaluation findings in one place) Evaluation website (main source of information) Annual OP evaluation plans (complementarity of work) Annual OP evaluation reports (to know what we achieved) Annual report on evaluation process (recommendations for the process of evaluation) Monthly presentation of evaluation findings (sharing the knowledge on evaluation findings) Close cooperation with monitoring (indicators, IT System)

DEPARTMENT OF STRUCTURAL POLICY COORDINATION (NEU) Steering Group 2: Development and modernisation of infrastructure Steering Group 4: Human resources development Steering Group 3: Innovativeness of the economy Steering Group 5: Regional and territorial development Evaluation Unit DKS Units Steering Group 1: Impact of the NSRF on socio- economic development Steering Committee for Evaluation of the NSRF Steering Group 6: Public administration capacity building and the implementation of the “good governance” principle”

Capacity building Capacity building Administration&Market The way to ensure quality

ADMINISTRATION Internal trainings Workshops Postgraduate studies Publications Annual conference Cooperation with academies* Cooperation with other Member States Internal evaluations *”There is nothing as practical as a good theory” – Grzegorz Gorzelak Capacity building

MARKET Low/realistic tenders selection criteria Involve people from universities (as consultants or evaluators) Clear massage: what you expect from the evaluation (assessment greed) Capacity building

Lessons learned INSTITUTIONAL SYSTEM Decentralization allows evaluation to be closer to the real problems and answer more relevant and precise evaluation questions. Partnership is needed – the most relevant evaluation questions are not usually asked by people from evaluation units! There is no universal patent for evaluation system!

Lessons learned COORDINATION Coordination is essential: plan, gather and explore information from the whole evaluation process. Treat evaluation as a part of knowledge management system. Without good monitoring evaluation gives weak evidence. Evaluation is to deliver essential information to the proper person in the right moment!

Institutional system in Poland CAPACITY BUILDING Without capacity in administration there is no good quality evaluation findings. You need to develop the capacity not only for evaluation but also for managing the development policy. In evaluation “learning by doing” strategy works! Build your own evaluation market. It is cheaper and in longer perspective you develop your own national capacity for policy making!

Challanges for evaluation Crucial role in delivering the evidence on the efficiency and effectiveness of cohesion policy (2013+ debate) Better use of evaluation results in programme management Improvement of methodology (impact evaluation/ theoretical base) Improvement of the monitoring system Building the capacity for evaluation in national policies Evaluation is not the end in itself. Evaluation must foster the implementation of the strategy!
