A Community Call to Action to Respond to: Army 2020 Force Structure Realignment July 8, 2014

Background Last year 570,000 to 490,000. Army will continue to decrease Army’s end-strength from 490,000 to potentially 420,000. Army will use the same process: – Supplemental Programmatic Environmental Assessment, including a 60 day public comment period and listening sessions across the country at each installation. – Military Value Analysis Fort Polk will be scrutinized again - Public Action is hugely important to make our case.

JRTC Operations Group Current Strength: Total Military 8,844 Dependents 14,407 Rotation / Transient 4,000+ DA/Other Civilians 1,962 Contractors 4,511 TOTAL 33,756 Dental Activity 29 Medical Activity 3481,093 US Army Garrison / MSE st Maneuver Enhancement Brigade 162 nd Infantry Brigade th Combat Support Hospital 254 ADCON(-) 3,722 4 BCT 10 th MTN Div 4 Fort Polk Current Population Fort Polk also supports: Reserve Component 200 Dependants 456 RC Trained (CY12) 1,878 Retiree 26,393 Dependants47,507 TOTAL 76,343 STRATEGIC DEPLOYABILITY FORSCOM UNITS TRAINING CENTER OF EXCELLENCE * Military Strength AUTH as of 12 Jul 12

Special Considerations Army will consider 30 installations this time; up from 21 installations analyzed in Increased scope based on severity of potential cuts and budget situation confronting the Army. Army is downsizing from 570,000 to potentially 420,000 in just a few years - unprecedented action. Fort Polk Progress will coordinate a comprehensive response addressing our unique situation and military value. Louisiana Congressional delegation, Governor, and local government leaders are united and up-to-speed on our plan- of-action, to include funding.

Let’s Remember…. We succeeded in 2013 during the first phase of Army downsizing. In June 2013, the Army announced the inactivation of 10 Army Brigade Combat Teams. In communities like our own, five BCTs are being inactivated this year; five more will be disbanded in Your participation saved the 4/10 BCT at Fort Polk. – Most public comments – Organized and superb turn-out during Listening Session

Timeline to Action Public Comment Period: Today through August 25, Action: Please sign /send a public comment: Written letter provided to you by Fort Polk Progress or your own. Change.Org petition. Listening Sessions: Likely September thru March 2015: Details will be forthcoming. Your participation is critical. Timeline to Action

Decision and Impacts Final Decision: Likely Spring-Summer 2015: Impacts: Only One Alternative and One No Action Alternative. Alternative One is a potential loss of 6500 Army personnel. Cascading impacts could impact Bayne Jones Hospital. Contributes to a boom or bust cycle of Army stationing at Fort Polk that is not good for the Army or for the communities in the region. Total loss in Fort Polk region (Soldiers, Army civilians and families) is estimated at over 16,000.
