Hand Receipt Procedures PPMB Staff * *

Hand Receipt Procedures Background In compliance with the Department of Commerce Personal Property Management Manual, NOAA Personal Property Management Officer implemented a policy that requires all Personal Property to have the Current Users (End Users) assigned and recorded in the Property Management System (Sunflower). If the property does not have a Current User because it is not in use by anyone, then the Property Custodian should be assigned as the Current User. The Current User will sign a Hand Receipt for all assigned accountable property. * *

Hand Receipt Procedures User Hand Receipt Report User Hand Receipt Report is a Sunflower Enhanced Report designed for use as the NOAA Hand Receipt. This report replaces the NOAA form 37-40. The Property Custodian will print the User Hand Receipt Report and provide to the Current Users for signatures. The Current Users will initial the bottom of each page of the report and sign his or her name at the end of the report. The Property Custodian will sign the reports and maintain NOAA Hand Receipts on file for inventory and audit purposes. * *

Questions & Answers Q. Does a hand receipt need to be done for vehicles? A. No Q. For those of us in the field, the old 37-40 hand receipt makes sense when an asset is physically handed over to someone. When an asset needs to be sent elsewhere, what process can we use to document the transfer? A. See page 20 of CD-50 Create-Update Asset User Guide, on PPMB property page it addresses transfers Q. When people telework from home and use their government computer what other form do we use besides the hand receipt? A. You are confusing property pass with Hand receipt Q. There have been no improvements to the format of the hand receipt.  For this division, the hand receipt is over 700 pages and will not print all that paper, a better choice for me is an excel spreadsheet A. Please go through your PM for suggestions, we following DOC guidance Q. If the Current User sent property to NRC and requested a transfer and if NRC has not yet accepted, who signs the Hand Receipt? Q. Any chance the hand receipt form might be modified for digital sigs in the near future? A. You can digitally sign it now
