Training Objectives Investigating Allegations of Staff Sexual Misconduct with Offenders National Institute of Corrections American University Washington College of Law July 10-15, 2005

Objective 1 Demonstrate and model how integrated relationships between police, prosecutors, investigators, and correctional personnel can help to ensure successful investigations and convictions of staff sexual misconduct with persons under correctional supervision

Objective 2 Provide an overview of national issues associated with staff sexual misconduct with persons under correctional supervision

Objective 3 Review state criminal law prohibiting the sexual abuse of persons under correctional supervision -- their content and importance and relevance to investigations

Objective 4 Review the Prison Rape Elimination Act of 2003 (PREA) and identify its impact on investigations of staff sexual misconduct with persons under correctional supervision

Objective 5 Identify appropriate strategies for training investigators

Objective 6 Identify key elements of investigative policies and how they affect investigations of staff sexual misconduct

Objective 7 Identify investigative and other tools needed to support credible investigations

Objective 8 Understand the role of the prosecutor and the impact that successful prosecutions can have on investigations of staff sexual misconduct with offenders

Objective 9 Identify strengths and weaknesses of agency investigative processes (mapping)

Objective 10 Identify how agency culture and gender differences affects investigations

Objective 11 Develop strategies for managing vulnerable victims and identify tools for a successful investigation of their claim

Objective 12 Identify the legal liabilities involved in staff sexual misconduct investigations

Objective 13 Identify human resources issues associated with investigations of staff sexual misconduct

Objective 14 Identify strategies and issues related to media interactions attendant to SSM investigations and prosecutions

Objective 15 Develop an action plan to improve investigations of SSM

Overall Goals Participants will identify: the external and internal linkages that need to be made to ensure an effective investigation and disposition the impact of training components on investigations the impact of training components on all actors within the system
