European Safety Agency: How do we Transition from Today to Tomorrow? Barry L. Valentine Senior Vice President – International Affairs General Aviation Manufacturers Association

Issues of Concern:  How should certification/validation projects currently underway be addressed?  How should applications for certification/validation submitted during one-year transition be addressed?  How should applications for certification/validation submitted after EASA in operation be addressed?

Issues of Concern:  How will continued airworthiness functions for present and future products be assured?  How will cost of services be determined and applied?  How will industry have input to EASA processes?

Some U.S. Industry Suggestions:  All certification/validation projects in progress prior to operation of EASA should remain with and be completed by JAA/NAA’s.  Accept (grandfather) all certificates issued by JAA/NAA’s  Adopt the current JAA/NAA validation process “as is” and in future work to improve.

Some U.S. Industry Suggestions:  Establish standardized fixed-fees by specific project  Provide opportunity for industry to review and give input to transition and implementation plans  Provide opportunity for industry to review and give input to IR21 and IR145
