Implementation experience in the Netherlands 37th Conference of directors of EU Paying Agencies, Riga 8 May 2015 René van der Burg Acting Director Paying Agency NL

Table of contents 2  The CAP reform and national policy choises  Implementation process and issues we are facing  Solutions already used

3 BPS implementation in 2015 “new, more complex and different”  New policy, regulations and requirements  Implementation process is more complex  Farmers will be confronted with a new application form  The payments will be later then in previous years en will be done in instalments

Reform of the CAP and national policy choices 4  10,000 new applicants, in total 57,000 applicants  Introduction of requirement of the active farmer  Determination of the payment entitlements for all the applicants  Control of basic payment requirements for all applicants  Control of greening requirements for 25,000 applicants  Young farmers: 6,000 applicants  Grazing animal premium: 1,000 applicants

BPS implementation goals 5  EU compliance  A minimum increase of administrative burdens on farmers  Basic payment in December 2015 and greening in Spring 2016  Efficient implementation and processing (fitting within the available implementation budget)  An effective way of minimizing the number of objections and complains from farmers

New elements as result of the reform 7

Step 1 the preparation on BPS 8  Pre-notice  Up to date registration Chamber of Commerce  CAP Check  Communications, including alignment/informing farmer organizations  Communication State Secretary

Step 2 the application 9 Changes 2015  New “look and feel” of the application window  New requirements and more and new applicants Issues  Stability and performance IT  Peak load at the end of the period and the extension because of complexity and uncertainties  Not all of the possible conformity checks are implemented in the IT-windows in 2015

Step 3 Register of applicants 10 Changes  Active farmers – Chamber of Commerce  Young farmer – age and establishment date  Organic farmer  Private contracts clause with convergence for sale and lease Issues  Increasing manual (on-the-spot) controls  Need of additional staff

Step 3 LPIS administrative controls 11 Changes  Changes in the reference layer  Mapping of permanent grassland  Ecological focus areas (EFA’s)  Exemptions on crop diversification Issues  All area will count for payments, need to control all pasture  Increase in controls because of new applicants  Increase (and later) in (on the spot) controls because of greening

Step 4 other controls 12 Changes  Double funding  Payments for young farmers and grazing animal premium  Increasing number of on the spot controls, some possible even after the end of calendar year Issues  Longer lead time due to more manual controls  More gross checks with pillar 2 grants  Increasing manual controls  Training extra staff

Solutions I 13  Separation of payments  Basic payments (starting in December) after finalizing the controls and after (agreement) determination of entitlements in October  Basic payment and greening when all controls are finished  On a later moment payments on greening, young farmers and grazing animal premium

Solutions II 14 Additional necessary support measures  Extension of the single application period  Additional staf at the helpdesk  Increasing the staffing on manual controls  In total 55 fte annually
