Conclusions  Alcatel-Lucent Bell Labs has developed an end-to-end platform and testbed for shared spectrum use in future wireless networks Demonstrates sharing and aggregation of spectrum bands  At-scale explorations are critical to proving how well spectrum sharing will work in federal spectrum Such proof essential for incumbents to be reassured of protection and for a viable business case for secondary network Needs joint exploration with incumbent Alcatel-Lucent Bell Labs can be a key partner in such exploration
