SOP Environment Priorities (1) Priority 1 - Improvement of living standards by ensuring public utilities, at the required quality, in water and waste sectors (CF) 1.1 Development of integrated water and waste water infrastructure systems to cover wide regions and high PE – on county/river basin 1.2 Development of regional, integrated waste management systems

SOP Environment Priorities (2) Priority 2 - Improvement of sectoral environmental management systems (ERDF) 2.1 Development of specific systems for water management 2.2 Extension of specific waste streams systems of public interest (hospital, animal, inert waste); 2.3 Setting up of adequate management of natural resources, towards sustainable development 2.4 Improvement of air protection infrastructure

SOP Environment Priorities (3) Priority 3 – Technical Assistance (ERDF) Activities for preparation, management, monitoring, appraisal, information and control of the SOP Environment; Activities for strenghtening the administrative capacity of the Managing Authority and Intermediate Bodies

Coherence and consistency with EU Policy (1) EU PolicySOP Environment Priorities Lisbon Strategy’s objectives -Make Europe more attractive to invest and work -More jobs Priorities 1.1, 1.2; 2.1, 2.2; Development of water and waste infrastructure will provide the basic conditions for business development - The number of jobs during and after the implementation of infrastructure projects will increase The 6 th Environment Action Programme -Protection and rehabilitation of natural ecosystems -Biodiversity conservation -Good level of air quality -Priority Setting up of adequate management of natural resources, towards sustainable development Priority Improvement of air protection infrastructure

Coherence and consistency with EU Policy (2) EU PolicySOP Environment Priorities European Sustainable Strategy (Gothenburg) Priority 1 & 2 will contribute to: -Increase the population access to public utilities (water & waste water); -Mitigation of negative impact on human health of air and water pollution; -Efficient management of natural resources Environmental acquis, especially EU Directives 99/31; 94/62; 91/271;98/83; 2001/80; 92/43; 79/409 Priority 1 & 2 will contribute to: -Development of waste / water infrastructure; -Improvement of air quality; -Nature protection and biodiversity conservation

Partnership 8 consultation meetings for water management, waste management, biodiversity conservation and energy fields during April – July 2005; Partners invited: Academic media– Romanian Academy, University of Bucharest, Bucharest Construction Technical University; Research institutes -National Institute for R&D for Environmental Protection - ICIM Bucharest, Research Institute for Pedology and Agrochemistry ICPA, Research Institute of Forestry ICAS, “Danube Delta” National Institute Tulcea); National Authority for Municipal Services Regulation ANRSC, Ownership and Professional Associations - Romanian Water Association, Romanian Salubrity Association, ECOROM Packaging, REMAT Ownership and Professional Organization, ARAM); National Commission for Material Recycling; Administrations of national parks, National Forest Regia; Environmental NGOs- WWF, ECOSENS, Birdlife, EcoGlobalService Industrial operators – operators of large combustion plants coordinated by Ministry of Administration and Internal Affairs. In November, each REPA has set up consultation meetings with regional partners on SOP Environment development

Projects pipeline Major projects in water and waste sectors (CF) By December around 25 major projects will be prepared: With ISPA support - 15 major projects (10 in water and 5 in waste sectors) With local budget/donors support - 10 projects to be prepared by local beneficiaries By December another 25 major projects to be prepared with the support of new ISPA TA Other projects (to be financed from ERDF) Grant scheme developed under a twinning programme (Support to the MoEWM in preparation of the multi-annual programming scheme under the ESC) will ensure the needed expertise for projects preparation and implementation on ERDF. Under PHARE ESC 2005 (5.5Meuro) projects for all environment sectors will be prepared for ERDF (to be ready in 2007) Under PHARE ESC 2006 an amount of 10 Meuro is proposed to support preparation of SF projects (to be ready in 2008)

SOP Environment - Schedule December 2005 – first draft will be ready SOP finalized in accordance with ex- ante evaluation recommendations and EC negotiations in 2006

SOP Environment – Institutional framework The designation and future role of MoEWM as Managing Authority responsible for SOP Environment have been clarified. The 8 REPAs are Intermediate bodies
