Caucus Day: Jan. 19, 2008 Doors Open at 11:00 am Participants sign in at their precinct meeting. Their names are checked against the voter rolls for that precinct Non-partisans, Republicans and other non-Democrats may re-register as Democrats People not registered to vote may do so at that time At that time, caucus participants indicate their intention to participate in the caucus by declaring their presidential preference or uncommitted status 9

How Many Delegates Does My Precinct Elect? Under Nevada law, each precinct is allotted a certain number of delegates based on the number of Democrats registered in that county and in that precinct (NRS 293) and is determined prior to the day of the caucus 12

Viability Caucus systems are not set up to be “one person, one vote” Rather, the caucus allocates delegates to candidates that meet a threshold of support (Viability) Viability threshold is determined on caucus day by the number of people who attend the caucus 13

Not viable? Fear not. Any preference group that is not viable must be given time to realign with preference groups that are viable or with another preference group that is also not viable 17

Delegate Allotment by Preference Group Viable preference groups will be allotted delegates according to each group’s size Number of eligible attendees in a preference group X Total number of delegates to be elected from that Precinct Caucus = Number of delegates to be elected by preference group Total number of eligible caucus attendees 45 attendees in group X 5 total delegates allotted = 2 delegates from that group 100 total caucus attendees Example: *Round fractions up at.5 and down at less than.5 when apportioning delegates 18

Reporting The Permanent Chair verifies the caucus math Each candidate’s representative verifies that the caucus has been conducted according to the rules and that they agree with the final tally The Permanent Chair reports caucus results to the state party 19

Delegate Election Delegates are elected within their preference group Try to elect equal number of men and women Once all delegates elected, caucus ratifies the entire slate of delegates and alternates 20
