FEDERAL AND STATE REGULATIONS

CLEAN WATER ACT OF 1972 Focused on point source pollution

WATER QUALITY ACT OF1987 Amended the 1972 act and emphasized control of non-point source pollution. Brought agriculture into the picture.

CAFOs CONFINED ANIMAL FEEDING OPERATIONS Required to have NPDES permits

CAFOs FOR POULTRY 30,000 laying hens with liquid manure system 100,000 laying hens or broilers using a continuous overflow watering system Dry litter poultry operations were exempt Some dry litter poultry operations no longer exempt

GEORGIA EPD/DNR PASSED NEW CAFO REGS FOR DRY MANURE POULTRY OPERATORS AUGUST of 2003

STATE PERMITTED CAFOs For Dry Manure 125,000 chickens or broilers (other than laying hens). 82,000 laying hens 55,000 turkeys 30,000 ducks Two or more AFOs under common ownership are CAFOs if they adjoin each other or use a common disposal area.

CNMPs for Dry Manure Poultry operators do not have to be developed by a certified planner. Can be done by individuals trained by an academic or trade organization Operators of Dry Manure Systems do not have to be certified CNMPs are kept on the farm except upon request by EPD

GEORGIA POULTRY PRODUCERS MUST CONTINUE TO IMPLEMENT INDUSTRY IMPLEMENTED CNMP PROGRAM AS WELL AS STATE PERMITTED PROGRAM GEORGIA EPD WILL MONITOR INDUSTRY SPONSORED CNMP PROGRAM

IMPLEMENTING VOLUNTARY NUTRIENT MANAGEMENT PLANS NOW CAN REDUCE POTENTIAL ADVERSE EFFECTS ON THE ENVIRONMENT AND DEMONSTRATE A PROACTIVE ATTITUDE BY POULTRY PRODUCERS

SOIL AND LITTER ANALYSIS

DRY LITTER SAMPLING (In-House) one pint samples/house Combine samples in a plastic bucket and mix thoroughly Place one quart of mixed sample in a plastic bag Seal bag tightly and ship to lab N, P, K + minerals  No charge through UGA Ag Services Lab

Dry litter Sampling (piled or Spreader) The preferred way to sample litter is from collected piles during clean out. Use the following steps: 1. Collect at least 10 shovel full from piles or spreader. 2. Combine in a clean 5 gallon bucked and mix. 3. Place one quart in a plastic bag, seal and ship to the laboratory. 4. Refrigerate sample if not shipped within 24 h. 5. Stockpiled samples should be collected at a dept of 18 inches.

Dry Litter Sampling Permitted CAFOs are required to sample litter/manure at a minimum on an annual basis. Non permitted industry sponsored CNMP operations are encouraged to sample on at least an annual basis, but may use an average of samples if management programs have not changed substantially.

SOIL SAMPLING Obtain soil sample bags from county agent Take representative soil samples Provide appropriate information on soil sample bags Submit samples to lab for analysis

SOIL SAMPLING PROCEDURES Use soil sampling tube, auger, spade, etc. Take at least 15 to 20 samples for every 15 acres Mix samples in clean plastic bucket Fill soil sample bag to “fill line” Seal bag for shipment to lab for analysis
