VISION AND MISSION  VISION To serve as a platform for the effective and efficient delivery of the gains of the transformation agenda through: i. Implementation of Constituency Projects. ii. Performance of Special Duties as assigned by Mr. President iii. Conducting Inter-Governmental Affairs.  MISSION To serve as a Strategic Tool for Grassroots Development Effective Implementation and Monitoring of Government Policies and Programmes, for National Development.

INTRODUCTION  The Ministry was recreated by the government of His Excellency President Goodluck Ebele Jonathan, GCFR, Commander-In-Chief of The Armed Forces in February 2013, to amongst other things discharge very special assignments as deemed necessary by Mr. President.  The Structure of the Ministry comprises of Seven (7) Departments and five (5) Units.  The Departments are:  Human Resources Management  Planning Research and statistics  Finance and Accounts

 Inter-Governmental Affairs  Special Duties  Procurement  Projects and Programmes  The Units include:  Internal Audit  Legal  Press and Public Relations  Anti-Corruption and Transparency  SERVICOM.

AGENCIES  There are currently four Agencies under the purview of the Ministry namely: Nigerian National Merit Award National Commission for Refugees, Migrants and Internally Displaced Persons National Lottery Regulatory Commission and National Lottery Trust Fund

MANDATE  Monitoring and Evaluation, Verification and Certification of Constituency Projects.  Monitoring and Evaluation of the Implementation of Federal Executive Council approved policies and projects by other Ministries, Departments and Agencies (MDAs) and report back to the President in Council:  Conducting, Coordinating, Promoting, Good and Harmonious Relationship amongst the Three Tiers/Arms of Government and relevant International bodies.  Providing Leadership in the Development of risk reduction measures and disaster management.

MANDATE CONT.  Extending Fire Service facilities to the Grass-roots  Providing leadership for a Safer sustainable and resilient society  Implementation of Government policies on Anti-Corruption Crusade  Handling all functions of Ad-hoc nature and  Intervening in specific areas as directed by the President.

CONSTITUENCY PROJECTS  Constituency projects are Multi- Sectorial Community Based Projects and Programmes conceived by National Assembly Members based on their Constituency needs and provided for in the Appropriation Act as Zonal Intervention Projects and Programmes.

CHAIN AND DISTRIBUTION OF RESPONSIBILITIES.  CONCEPTION By the National Assembly based on the identified needs of their constituencies. Circulars Nos BD/2000/Exp/S.132/T/61 of 3 rd July,2013 and SGF/OP/I/S.3/T/23 of 19 th August 2013 issued by the BOF and the SGF, mandated the FMSDIGA to carry out the functions assigned.  SITE IDENTIFICATION Sites will be identified by Beneficiary communities in conjunction with the MDAs and to be confirmed by the Senator or House of Representative Member for that constituency.

CHAIN AND DISTRIBUTION OF RESPONSIBILITIES - 2.  BASELINE INVESTIGATIONS Feasibility Studies, Investigations and Reports by MDAs. Perception Surveys by FMSDIGA.  DESIGNS Preparation of Designs/Drawings with BEME or Bill of Quantities including other contract documents to be carried out by the MDAs.

CHAIN AND DISTRIBUTION OF RESPONSIBILITIES - 3.  PROCUREMENT PROCESSES LEADING TO AWARD OF CONTRACT. Appropriation. Advertisement in Two National Newspapers and Federal Tenders Journal.(Copies To Be Forwarded To FMSDIGA). Transparent Prequalification of Contractors. Submission of Technical and Financial Bids. Bid Opening. Bid Evaluation – Technical and Financial. Tenders Board Approval of Successful Bidders. (FMSDIGA To Be Invited As Observers) Contract Award.

CHAIN AND DISTRIBUTION OF RESPONSIBILITIES – 4. PROCUREMENT PROCESSES cont.  SUBMISSION OF CONTRACT DOCUMENTS Implementing MDAs are to submit copies of Drawings, BEME or BOQ and other Contract Documents to FMSDIGA.

CHAIN AND DISTRIBUTION OF RESPONSIBILITIES – 5.  HANDING OVER OF SITES TO CONTRACTORS Implementing MDAs hand over project sites to Contractors.  SUPERVISION OF PROJECTS IMPLEMENTATION Day-to-day supervision of Projects and Programmes is to be carried out by implementing MDAs while progress reports and completion/interim certificates will be submitted to FMSDIGA.  MONITORING, EVALUATION, INSPECTION AND VERIFICATION. FMSDIGA to monitor and evaluate the implementation of the constituency projects. FMSDIGA to inspect, value/verify work done and make recommendations to Federal Ministry of Finance for payment.

CHAIN AND DISTRIBUTION OF RESPONSIBILITIES – 6.  COMMISSIONING AND HANDING OVER TO BENEFICIARIES. Pre-commissioning inspection and handing over to Beneficiary communities to be done by implementing MDAs in conjunction with the FMSDIGA and the National Assembly Committees on Special Duties and Inter-Governmental Affairs.

CHAIN AND DISTRIBUTION OF RESPONSIBILITIES – 7  FINAL PAYMENT / RELEASE OF RETENTION FEES. FMSDIGA to confirm that projects are completed and recommend to FMF for payment. FMSDIGA to certify that completed projects paid for, perform satisfactorily within defect liability period before advising FMF to release retention fee to contractors.  SUBMISSION OF REPORTS TO FMSDIGA Monthly reports to be sent in by MDAs and Consultants on all Constituency Projects.  SUBMISSION OF REPORTS TO PRESIDENCY AND NATIONAL ASSEMBLY. Periodic progress reports on performance of constituency projects to be sent to the Presidency and National Assembly by FMSDIGA.

CONCLUSION All MDAs are Advised to kindly Ensure Adherence to Outlined Guidelines and Processes for Ease of Administration and Payment.
