History of GNSS in the Czech Republic 70’s –development of aircraft industry for the Warshaw Pact in the time of cold war –global navigation systems for civil aviation experiments with Omega experiments with TRANSIT NNSS experiments with GPS NAVSTAR –future of satellite navigation recognized –political situation prevented from deployment of SATNAV in the Czech Republic

History of GNSS in the Czech Republic beginning of 80’s –position determination of Geodetical observatory Pecný by NNSS 1984 –experiments with GPS signal reception on CTU –first off-line measurement of position by GPS –development of two channel sequential receiver

History of GNSS in the Czech Republic 1990 –industrial production of GPS receiver for Warshaw Pact military aircrafts (20 pcs)

History of GNSS in the Czech Republic 1990 –industrial production of GPS receiver for Warshaw Pact military aircrafts (20 pcs) 1994 –GPS receiver for infantry

History of GNSS in the Czech Republic 1990 –industrial production of GPS receiver for Warshaw Pact military aircrafts (20 pcs) 1994 –GPS receiver for infantry –experiments with DGPS

History of GNSS in the Czech Republic 1995 –DGPS reference station –tests of „dual system“ for the Czech Army

History of GNSS in the Czech Republic 1995 –DGPS reference station –tests of „dual system“ for the Czech Army 1997 –implementation of „dual system“ in the Czech Army tests in Air Forces tests in SFOR troups in Jugoslavia –implementation of GPS in the Czech Army, first coordinated approach managed by Ministry of Defence

History of GNSS in the Czech Republic 1997 –GPS in the Czech Army coordinated NATO P(Y) code, etc. –sporadic civil GPS applications: municipal transport control maintenance of riverbed of rivers Morava and Labe precision determination of places of excavation for gas mains repair works mapping and maintenance of water and gas pipelines searching of hydrants under snow by fire brigade precision agriculture

History of GNSS in the Czech Republic 2000 –Ministry of Transport called for projects of science and research and initiated a project „The Czech Republic Participation in Project GALILEO“ –Czech Technical University offered solution of the project in –5 pilot projects as a part of the main project –(however) GPS receivers (not GALILEO) are used in projects

„Czech Republic Participation in Project GALILEO“ open-handedness of Ministry of Transport  4 co-operating groups were set up: –2 from University –2 from industry they –solved 5 pilot projects –could use a modern HW and SW technology –stimulated many new SATNAV applications

„Czech Republic Participation in Project GALILEO“ pointed a need of co-ordination of GNSS applications  2004 participation of the Czech Republic on European Radio-Navigation Plan (ERNP) 2005 GNSS Co-ordination Board of the Government of the Czech Republic was established

„Czech Republic Participation in Project GALILEO“ – pilot projects: 1.Experimental receiver for GNSS 2.Control and securing of secondary railway lines using GNSS 3.Information system for support of danger goods transport using GNSS 4.Optimalisation of road transport control using GNSS 5.Monitoring and control of movements on airports using GNSS

Conclusions 1/4 In the Czech Republic, there is a sufficient knowledge concerning to the theory and possible practical applications of satellite navigation. However, advanced technologies or applications using satellite positioning are deployed very slowly. It is necessary to build up an infrastructure, intelligent transport systems, etc.

Conclusions 2/4 The development of applications utilising the present satellite navigation systems (GPS and GLONASS) prepares the ground for the future systems or modernised ones. Many applications will require doubled/tripled systems, for example a combination of GPS, GLONASS and GALILEO.

Conclusions 3/4 Even if the Czech Republic accepted the WGS system, we have an administrator of it, and our maps are harmonized with unit system of western countries we can see GPS users using incorrect map or reference system.

Conclusions 4/4 A support from the EGNOS system or from regional reference stations is essential in many applications. It would be useful to build up a reference stations network covering Central Europe with differential corrections, similar to the US Nation-wide DGPS System. It is necessary to use and improve techniques enabling the processing of week satellite signals in very difficult conditions, as the AGPS is.
