Executive Order Each Federal Agency is required to examine services it provides and develop and implement a system by which LEP persons can meaningfully access those services.
Who are Limited English Proficient (LEP) individuals? Individuals who do not speak English as their primary language and who have a limited ability to read, write, speak or understand English can be limited English proficient.
Who is covered? Members of the Public Visitors Applicants for employment Participants in NASA programs, outreach and training events
Four Factor Analysis The number of LEP persons eligible The frequency of contact The nature and importance of the activity The resources available and costs
Requests for LEP assistance Statement that an LEP needs oral interpretation and/or written translation services in order to gain knowledge of, participate, and/or obtain the benefits of a NASA conducted program or activity Can be initiated orally, in writing, or any other format practical for the individual
Operating Procedures Language Assistance Official (LAO) Organization Language Assistance Official (OLAO)
Procedures Continued Refer requests to the designated Organizational Language Assistance Official (OLAO) at least 8 working days in advance OLAO decides to grant or deny requests
Procedures Continued If approved, the OLAO submits Form 1681 via to contract vendor with cc: COTR Contract Vendor will provide cost estimate OLAO submits Procurement Request to COTR to cover the estimated cost of LEP services requested.
Procedures Continued Submit written task orders/requests to Contract Vendor at least 5 working days in advance
