BIH - main challenges Governance: 4-separate Gov. structures - 64 % of GDP out of date public administration weak rule of law - although reform underway and widespread corruption Key: transfer of authority from OHR/IC to national institutions

BIH - main challenges Economy: 6% growth but poverty is growing, particularly in the Serb side of BiH - 40% Security: Has improved however peace guaranteed by SFOR & EUPM Return & refugees: Remains priority with still 1 mill. to return - out of that is urgent priority !

BIH - main challenges Mine clearance: the most mined country in Europe ( estimated 1 mill. mines ) threat to life & socio-economic development EU integration: challenging as it may be it is even more so in a country divided in 4 governments and pressing socio-economic challenges

UNDP - BIH: Current programme UNDP programme grounded in the “vulnerability” concept of “MD” & designed around the MD/MDGs not covered by other Agencies In last 18 months UNDP plays an increasing role - best recognition: doubling of budget in past year - up to USD mill.

UNDP - BIH: Current programme Governance portfolio: Mandate for Federation administration reform & Civil service training Aid coordination - crucial to EU Human rights with OHCHR- global first in UNDP ICT - crucial to more efficient & effective Government –ICT Forum –E-legislation & E-governance

UNDP - BIH: Current programme Area Based Development portfolio: Ground level Security not a problem any more, but lack of economic development and weak municipal governance seriously endanger the peace building. National level Return process managed by IC - UNDP initiative SUTRA leads the transfer of responsibilities to national institutions.

UNDP - BIH: Current programme POSAVINA BRCKO SREBRENICA CENTRAL BOSNIA ABD Portfolio: 5 PROGRAMMES FOCUS ON SUSTAINING RETURN THROUGH: LED Municipal Gov. Civil society BUDGETS: $ 35 mill. since 1997 $ 8 mill. in 2002

UNDP - BIH: Current programme Human security portfolio: Support to national institutions Strategic socio-economic mine clearance Small arms initiative UNDP coordinates support to national mine clearance structures and small arms Environment portfolio: aiming at strengthening national capacities

BiH NEEDS YOU !!! Country has moved to the post-humanitarian phase in which it faces key challenges, ODA is significantly down, from under a billion a year to about 200 mill. a year in 2004 onwards. However, successful long-term consolidation of peace, development and a European multi-ethnic state requires continued high assistance over the next few years. Otherwise Bosnia will continue to be a source of instability for the region !!!

Areas of assistance crucial to BiH: Public administration reform and civil service training ICT and E-governance Human rights Support to LED in priority regions (ABD) for effective poverty alleviation and sustainable local development Socio-economic mine clearance Destruction of small arms
