Lesson 6 Discussion Objectives 1.The student will comprehend the concept of organizational mission and how it influences goal setting and planning. 2. Organizational Mission  The Mission states the organization’s values, aspirations and reason for existence.  The Mission Statement is the basis for all following goals and plans.  Without a clear mission, goals and plans may be developed haphazardly causing the organization to fail.

Goals and Plans  Goals: Specify future ends  Plans: Specify the means to future ends

Strategic Goals and Plans  Strategic Goals pertain to the entire organization (not specific departments).  Strategic Plans define the action steps used to attain Strategic Goals.

Tactical Goals and Plans  Tactical Goals apply to middle management and describe what major departments must do to enable the organization to meet Strategic Goals.  Tactical Plans - Support major Strategic Plans - Short in duration

Operational Goals and Plans  Operational Goals: Specific results expected of smaller units, groups or individuals.  Operational Plans: Specific actions required to achieve Operational Goals and to support Tactical Goals. Developed at the lower level of an organization.

Goal Characteristics  Specific and Measurable  Challenging and Realistic  Defined Duration  Linked to Rewards

Management By Objectives (MBO)  A method whereby managers and employees define objectives for every department, project and person and use them to monitor subsequent performance.

Essential Steps for MBO  Set Goals The most difficult step. The most difficult step.  Develop Action Plan For both workgroups and individuals. For both workgroups and individuals.  Review Progress Periodic during the year. Periodic during the year.  Appraise Overall Performance. Review Annual Goals. Review Annual Goals.

The New Planning Paradigm  Set stretch goals: Highly ambitious goals that are clear, compelling and imaginative.  Create an environment that encourages learning.  Design new rules for planning staff.  Make continuous improvement a way of life.  Planning still starts and stops at the top.

Types of Plans  Single-Use Plans: Developed to achieve specific objectives not likely to be repeated. Includes both programs and projects.  Standing Plans: Developed to provide guidance for tasks performed repeatedly within an organization. Examples include organizational policies, rules & procedures.
