WMD-CST KEY CHARACTERISTICS: Deploys advanced element (ADVON) in 90 minutes Deploys entire team within 3 hours All HAZMAT Tech certified Initiates requests for additional support 22 Full-time personnel COMMANDER 1SG When responding to the consequences of such an incident, the local incident commander requests assistance through the established emergency management system from county, state, and federal agencies, as required. We know that we, in the Department of Defense, though not in charge of response to natural or man-made disasters, will be called on quickly to support the lead federal agency, just as the National Guard supports the lead agencies in the state. Congress established the WMD-CST in Statute Over the past 10 years NGB has established, trained and equipped 57 National Guard teams to provide the initial military support to terrorist attacks using nuclear, chemical, biological , or radiological weapons. These teams, made up of 22 highly trained Army and Air National Guard personnel, originally called Rapid Assessment and Initial Detection or RAID teams are now known as Weapons of Mass Destruction Civil Support Teams (WMD-CSTs) to more accurately characterize their mission to assist civil responders in dealing with the potentially overwhelming effects of such an attack. In FY07, Congress expanded the operational use of WMD-CST capabilities to include intentional and unintentional release of CBRN materials and natural or manmade disasters in the United States that result in, or could result in, catastrophic loss of life or property. When responding to the consequences of such incidents, the local incident commander requests assistance through the established emergency management system from county, state, and federal agencies, as required. We know that we, in the Department of Defense, though not in charge of response to natural or man-made disasters, will be called on quickly to support the lead federal agency, just as the National Guard supports the lead agencies in the state. In addition to identification of CBRNE agents and substances, these teams provide additional technical capabilities for assessing the situation. They can provide advice on dealing with the effects of the incident or attack, and to help the incident commander make accurate, expedited requests for that assistance through the emergency response system (local, state, and federal) for follow-on support. Their knowledge of CBRN attacks and military capabilities can especially help characterize the assistance required from military organizations so that , through the established civil response systems, we can get the needed help to the site in the most expeditious manner. Their equipment includes state-of-the-art gear to supplement local and state response organizations, a analytical laboratory suite for complete characterization of an unknown sample and a secure communications platform which can provide reach back capabilities to other experts needed to help the local response effort.
