Do our procurement specifications encourage and include participation from Washington entrepreneurs? Collectively public procurement can create and drive new markets. 5

P UBLIC P ROCUREMENT & P ROSPEROUS E CONOMY Keep Washington an attractive place to grow your business, work, and live Cooperative contracting is a great way for state procurement to help grow state volumes to also include local government and education volumes to the point firms need to invest in Washington state to successfully service public procurement contracts 6

P UBLIC P ROCUREMENT & P ROSPEROUS E CONOMY Sustainable, Efficient Infrastructure Do our public procurement delivery requirements make the best use of Washington state infrastructure for commerce? Coordinated supply chain demand could make use of third party logistic service providers to consolidate deliveries to state facilities and to reduce the number of unique business delivery vehicles using the state’s infrastructure. 7

Do our procurement specifications minimize packaging to reduce landfill impacts in the state of Washington? Do our procurement specifications create opportunity for Washington State’s Business Diversity? Minority owned firms, women owned firms, veteran owned firms, and small businesses? 8
