PACE Providers of Approved Continuing Education

FCLB Mission Statement Protecting the public by promoting excellence in chiropractic regulation through service to our member boards

FCLB at Work FCLB encourages regulatory boards to:  Employ best practices in public protection  Communicate and network to improve capability  Develop consistency in standards  Envision and plan for the future

FCLB at Work FCLB also:  Speaks for public protection  Distributes chiropractic regulatory information  Monitors legal trends in regulation  Develops collaborative ventures

PACE and FCLB’s Values Protect the Public:  Promotes quality CE  Helps D.C.s connect with scientifically sound, reliable education  Doctors remain current, offer patients wide array of effective treatments  Practitioners avoid isolation, interact with peers

PACE and FCLB’s Values Serve Our Member Boards:  Reduces onerous paperwork and review processes  Provides reliable reports on fulfillment of relicensure requirements  Helps boards replace random audits with targeted audits for compliance

Current Status of CE No oversight – CE quality inconsistent Varied qualifications for each jurisdiction  Many CE providers are frustrated  Regulatory boards are struggling  D.C.s are overwhelmed

Centralized CE Approval in Other Professions  Medical Doctors  Osteopaths  Podiatrists  Dentists  Pharmacists  Optometrists  Opticians  Long Term Care Administrators  Nurses  Psychologists  Canadian Rehabilitation Professionals  Veterinarians

Who Does PACE Help?  Regulatory Boards  Providers of Legitimate CE  Chiropractic Practitioners  Professional Associations  Patients

What do Regulatory Boards get from PACE? Confidence in course quality  Review by experts in post-graduate chiropractic education  Assess provider’s ability and willingness to comply with stringent PACE Criteria  Conduct retrospective course reviews to ensure continued compliance  Board members participate in on-site audits

What do Regulatory Boards get from PACE? LESS WORK!  No longer need to slog through stacks of course applications  PACE providers have already been reviewed for compliance with PACE standards  Save money and time otherwise spent assessing applications from reliable, quality providers

What do Regulatory Boards get from PACE? Reliable Attendance Verification  PACE has the flexibility to accommodate new technology in verifying attendance  Allows providers to use any practical system that meets PACE quality standards

What do Regulatory Boards get from PACE? No longer need to randomly audit D.C.s  Save time and money spent contacting D.C.s to verify CE credits PACE delivers immediate verification through the FCLB CIN-BAD system Just look up records in your existing CIN-BAD account!

What do Regulatory Boards get from PACE? Member boards retain authority  Regulatory boards are the FCLB  Elect the decision-makers  Continued voice in the evolution of the PACE governing documents  Boards still approve non-PACE courses directly (more…)

Authority  PACE WILL NOT and CANNOT be the only approval process available  Boards are legally required to maintain their authority  PACE is a means of delegating some of the workload associated with that authority  PACE is also a way of pooling resources with other boards—that’s why the FCLB is here! (more…)

Authority  PACE is a multi-layer program  Relies on participation by:  regulatory boards  ACC colleges  licensing board administrators  However, the FCLB Board of Directors (elected by regulatory boards) is ultimately responsible for determining PACE approval

What do CE Providers get from PACE? Reduced workload, save $$  How much time does college staff spend handling CE approval applications to states and provinces?  Estimated annual cost savings: $10,000 to $30,000 per college

What do CE Providers get from PACE?

Uniform Criteria  Few boards have the resources to establish criteria or expertise to assess CE objectively  Leads to an inconsistent review system

What do CE Providers get from PACE? Reasonable and uniform process  ACC colleges should be able to easily qualify for PACE approval  Requires sufficient infrastructure  Simplified application  Automatic course approval for qualifying programs

What do CE Providers get from PACE? Professional Credibility  Legislatures are always one anecdotal incident and one bill away from over-regulating  DOT certification program for physicals may require approval of prep courses by outside authorities – CE Providers are uniquely positioned to capture this new market

What does the Profession get from PACE? Searchable database on FCLB website  Easy to navigate  Includes board relicensure requirements  Find courses by date, topic, geographic region, or instructor  Web-based

What does the Profession get from PACE? Archive of participation information  Attendance verification automatically sent to regulatory boards for each license  No need to track certificates  Look up past courses to find similar programs  Reasonable course assessment  Future: web-based course feedback

What does the Profession get from PACE?  Improved CE offerings  Better trained professionals  Current topics  Increased quality and credibility of CE  Enhanced professional standing
