E-Logs Implementation of Electronic Fisher Logs an Australian Perspective Bob Stanley

E-Logs, drivers for the project its past history The Commonwealth Electronic Transactions Act 1999 and the Government Online Strategy of April 2000 AFMA commenced investigation and development of e-Log options in Olfish (vendor) and some south east trawl operators express interest in going to electronic logbooks in NPF operators and Catchlog (vendor) wished to go electronic in Formation of Fisheries Information Branch and additional resourcing for e-Logs With the first RFQ March 2008 March 2009 AFMA’s first operational client facing electronic business application goes operational.

E-logs, the consultative process Everyone has a view, a concern or an issue. Redefine problems into those issues that are between the boat and the data base as opposed to those related to who accesses the data. Solutions to those concerns between fisher and the data base are technical. Concerns related to access become the province of policy. Your data entry people have the best perspective on many elements and should be part of the consultative and business analysis processes.

E-logs, the technical Define the data needs. Define the agency needs. XML or other formats. Business analyst defines the work and the use cases. Web based and for logbook submission Apply business rules at two levels. Build and test

Parallel e-Business Developments GoFish Authorised agents PIECES Current fishing entitlement E-CDR Linkages required for other AFMA business and potentially traceability E-Monitoring Linkage at trip level required. Observers Link at trip level.

A Two Fishery Comparison Northern Prawn Approximately 50 working boats with daily effort and catch reporting. Logbook budget 10/11 $12,144 Logbook budget 11/12 $11,122 E-Logs take up 86% ETBF Approximately 45 working boats with daily (1 shot per day) reporting. Logbook budget 10/11 $93,986 Logbook budget 11/12 $86,068 E-Logs take up 2% Proposition If there were to be 85% or 100% take up of a “lite e-Logs” software by ETBF operators at $500 each there is a potential $1,800 saving in their levy in the following year. E-Logs is a more equitable option for fishers.

E- logs, 2011 and further Priorities for AFMA Improved fisher acceptance and participation. Development of incentives and other mechanisms to encourage greater uptake. Outreach program to improve the timeliness of returns. 42 determinations are in sync with software certification. Concerns and risks Software vendor support competence. The intuitiveness and user friendliness of the on vessel software Changes that require further AFMA development NPF logbook requirements possibly changing. The integration with CDR’s, Observer, VMS and e-Monitoring data streams.
