TYPES OF SECURITY CLEARANCES TOP SECRET WITH SENSITIVE COMPARTMENTED INFORMATION ACCESS TOP SECRET SECRET

SECURITY CLEARANCE SERVICES Office of Personnel Management (OPM)/United States Investigations Services(USIS) COMPLETES THE INVESTIGATIONS. DEFENSE SECURITY SERVICES/CENTRAL CLEARANCE FACILITY ISSUES, REVOKES, AND DENIES SECURITY ACCESS.

UMR A= Top Secret-SCI / F=Secret / Y=None

BASIC RULES FOR CLEARANCE Must be U.S. citizen 2 year break in military service invalidates clearance Only Cdr CCF can grant/deny/revoke security clearance State Pers Mgr can grant Interim Top and Secret clearance TEMPORARY CHANGE ONLY FOR GRANTING OF THE INTERIM TOP SECRET CLEARANCES. STATE MGR WILL ISSUE INTERIM CLEARANCES UPON RECEIPT OF A COMPLETED PACKET IF THEY MEET THE QUALFICATIONS PER AR 380-67. IF THEY DO NOT MEET THE QUALIFICATIONS, MEMO WILL BE FORWARDED THRU CHANNELS TO THE UNIT AND WILL STATE THE REASON FOR DENIAL. INDIVIDUALS WILL NOT BE GRANTED A TOP SECRET W/SCI IF FAMILY MEMBERS ARE NOT U.S. CITIZENS. (WILL HAVE TO REQUEST A WAIVER TO CCF) EXPLAIN NEW INVESTIGATION - NATIONAL AGENCY CHECK WITH LOCAL AND CREDIT CHECKS.

KNOWELY MAKING FALSE ENTRIES ON THE SF 86 (APPLICATION FOR SECURITY ACCESS) SECURITY-TAKING CLASSSIFIED INFO HOME, RECKLESS DISREGARD FOR CLASSIFIED INFO AND PROCEDURES SEXUAL MISCONDUCT - DRUG USE-POSSESSION, SALE, PARAFARRIA, POSITIVE DRUG TEST (INCLUDE MARIJUANA)

DISQUALIFYING FACTORS CONT. Financial irresponsibility (bad checks, letters of indebtedness, bankruptcy, tax evasion, etc..) Alcohol abuse (DWI, public drunkenness, absences due to alcohol abuse, etc..) Two alcohol incidents establishes a pattern. Foreign contacts/influence FINANCIAL-REPOSSIONS, TAX EVASION, FAILURE TO PAY CHILD SUPPORT (FINANCIAL IS THE PRIMARY CAUSE FOR FAILURE TO OBTAIN A CLEARANCE) CANNOT PUT A MONEY AMOUNT ON A BANKRUPCY. ALL WILL DEPEND ON THE INDIVIDUAL SITUATION. IS HE PAYING BACK THE DEBTS AS REQUIRED BY THE COURTS, TYPE OF BANKRUPCY, INDIVIDUAL SITUATION THAT CONTRIBUTED TO THE BANKRUPCY. ALCOHOL ABUSE-DRINKING WHILE ON THE JOB, REFUSAL TO ACCEPT HELP FOR THE ABUSE FOREIGN CONTACTS-ACCEPT AND MAINTAIN DUEL CITIZENSHIP, TREASON

Bankruptcies Must have “Discharge of Debtor” form from the Bankruptcy Court and a current copy of their credit report run at their own expense in order to obtain an Interim Secret.

UNIT RESPONSIBILITIES Assist subject with forms Verify citizenship Conduct local records check Validate forms Submit investigation forms thru channels Conduct continuous evaluations MONITOR UMR TO DETERMINE WHO IS REQUIRED TO HAVE A SECURITY CLEARANCE AND SUBMIT IN A TIMELY MANNER. VERIFY CITIZENSHIP (CHECK BIRTH CERTIFICATE, NATURALIZATION CERTIFICATE). SUBMIT A DA 5247-R TO REQUEST A SECURITY DETERMINATION. BE SURE TO COMPLETE NAME, SSN, DATE OF BIRTH, PLACE OF BIRTH, AND FEDERAL SERVICE DATE. OVER A TWO YEAR BREAK IN MILITARY SERVICE WILL VOID ANY PRIOR SECURITY CLEARANCES. MUST APPLY FOR A NEW CLEARANCE IF REQUIRED. INDIVIDUAL’S WHO HAVE A SECURITY CLEARANCE FROM THEIR CIVILIAN EMPLOYMENT, SUBMIT A DA 5247-R AND WE CAN ALSO USE THAT CLEARANCE IN HIS MILITARY STATUS. CANNOT CONVERT A MILITARY CLEARANCE TO A CIVILIAN CLEARANCE. (CIVILIAN CLEARANCES ARE MORE INVOLVED).

RESPONSIBILITIES CONT. Investigate and report derog info to CCF (DA 5248-R) Respond to request for info and assist subject Maintain access rosters Maintain periodic reinvestigation suspenses. Secret-10 yrs, Top Secret–5 yrs CDR’S MUST REPORT DEROG INFO EVEN IF THE INDIVIDUAL DOES NOT HAVE A CLN (DA 5248-R) RESPOND TO REQUEST FOR ADDTIONAL INFO FROM CCF. INDIVIDUAL MUST ELECT OPTION FOR REBUTTAL WITHIN 10 DAYS OF RECEIPT. MUST PROVIDE DOCUMENTATION AND REBUTTAL WITHIN 60 DAYS. IF THE INDIVIDUAL CANNOT COMPLY WITH THE 60 DAYS DUE TO SOMETHING BEYOND HIS CONTROL, COMMANDER MAY REQUEST AN ADDITIONAL 30 DAYS. (SEND THRU CHANNELS) ALSO TALK ABOUT INTENT TO DENY AND REVOKE OF CLEARANCE (10 DAY RESPONSE TIME FROM SUBJECT TO REBUTTAL INTENT OR REVOKE) (60 DAYS TO SUBMIT REBUTTAL) (LATEST CHANGE) TOP SECRET PR’S ARE EVERY 5 YRS, SECRET 10 YRS, AND CONFIDENTIAL 15 YRS. SECRET AND TOP SECRET PR’S ARE NOW REQUIRED FOR UPDATE. BACKLOG MUST BE SUBMITTED TO DSS BY 1 OCTOBER 2000. IF INDIVIDUAL DOES NOT REQUIRE A CLEARANCE, FORWARD DA 5247-R TO ADMINISTRATIVELY DOWNGRADE. BE SURE TO CHECK MOS’S AWARDED.
