Data Standards Beginning with the school year, the PEIMS Data Standards will be published in tandem with the Texas Education Data Standards. 2

Data Standards The PEIMS Data Standards are now known as the “Legacy” PEIMS Data Standards. 3

Data Standards Global Changes to the Legacy PEIMS Data Standards The Legacy PEIMS Data Standards have been reformatted to make them easier to use for finding answers to data reporting questions and training new and existing PEIMS staff to understand and answer PEIMS reporting issues and questions. 4

Data Standards Global Changes to the Legacy PEIMS Data Standards The format for each Legacy PEIMS Data record has been standardized across all PEIMS records. 5

Data Standards Each PEIMS Data record is formatted and presented in the following way: - Name of data record - Description of data record - Business Rules for each data element - Reporting Requirements for data record - Special Reporting Requirements - Examples 6

Data Standards Data Reporting Changes HOMELESS-STATUS-CODE is to be used by all districts for reporting whether or not a student is homeless and, if homeless, what their primary nighttime residence is at the time of identification. 14

Data Standards Data Reporting Changes HOMELESS-STATUS-CODE is used to identify all the students that have experienced homelessness at some point during the school year. 15

Data Standards Data Reporting Changes McKinney-Vento requires each school district to designate a homeless liaison. This person supports the district in Homeless coding decisions. 16

Data Standards Data Reporting Changes Homeless liaisons are found on the website of the Texas Homeless Education Office. 17

Data Standards Data Reporting Changes HOMELESS-STATUS-CODE Codes 0 - Student is not homeless at any time during current school year 1 - Student lives in a shelter, transitional housing, or is awaiting foster care at any time during current school year 2 - Student lives temporarily doubled-up (sharing residence with a family or individual) at any time during current school year 18

Data Standards Data Reporting Changes HOMELESS-STATUS-CODE Codes (continued) 3 - Student is unsheltered (i.e, lives on the street, lives in cars, parks, campgrounds, temporary trailers [including FEMA trailers], or abandoned buildings) at any time during current school year 4 - Student lives in motel or hotel at any time during current school year 19

Data Standards Data Reporting Changes 100 Student Data - Identification Record Unaccompanied-Youth-Code (E1084) added to column

Data Standards Data Reporting Changes 100 Student Data - Identification Record UNACCOMPANIED-YOUTH-STATUS-CODE (E1084) As defined by NCLB, Title X, Part C, Section 725(6), the term “unaccompanied homeless youth” means a youth not in the physical custody of a parent or legal guardian. See PEIMS Data Element E

Data Standards Data Reporting Changes UNACCOMPANIED-YOUTH- STATUS-CODE is limited to homeless students who are less than 21 years of age on September 1, or eligible special education students who are less than 22 on September 1. 22

Data Standards Data Reporting Changes UNACCOMPANIED-YOUTH-STATUS- CODE If a homeless student is unaccompanied, but later that school year becomes accompanied, this status code should not be changed and should still indicate that the student had been unaccompanied. 23

Data Standards Data Reporting Changes UNACCOMPANIED-YOUTH-STATUS- CODE For PEIMS reporting purposes, all students identified as unaccompanied in the Fall Snapshot must also be coded as unaccompanied in the summer collection. 24

Data Standards Data Reporting Changes UNACCOMPANIED-YOUTH- STATUS-CODE The unaccompanied status of each student should be determined upon enrollment and at the start of each new school year. 25

Data Standards Data Reporting Changes UNACCOMPANIED-YOUTH-STATUS- CODE Every school district should have processes and procedures in place to help identify homeless students who become unaccompanied after enrollment or after the start of a new school year. 26

Data Standards Data Reporting Changes UNACCOMPANIED-YOUTH-STATUS-CODE Codes 0 – Homeless student is not unaccompanied at any time during the current school year 1 – Homeless student is unaccompanied (i.e., is not in the physical custody of a parent or legal guardian) and received services under the McKinney- Vento program at any time during the current school year 2 – Homeless student is unaccompanied (i.e., is not in the physical custody of a parent or legal guardian) and did NOT receive services under the McKinney-Vento program at any time during the current school year 27

Data Standards Data Reporting Changes 105 STUDENT DATA - STUDENT EARLY-READING-INDICATOR-CODE indicates whether a student is reading on grade level or is not reading on grade level as a result of reading difficulties or having dyslexia as indicated by the administered reading instrument. See PEIMS Data Element E

Data Standards Data Reporting Changes EARLY READING INDICATOR CODEs 1 - Student is eligible for accelerated reading instruction as indicated by the administered reading instrument on the commissioner’s list or approved by district committee under TEC (For grades KG, 01, and 02 only) 2 - Student is not eligible for accelerated reading instruction as indicated by the administered reading instrument on the commissioner’s list or approved by district committee under TEC (For grades KG, 01, and 02 only) 3 - Student was not assessed. (For grades KG, 01, and 02 only) 30

Data Standards Data Reporting Changes 105 STUDENT DATA – STUDENT The EARLY-READING-INDICATOR-CODEs 1, 2 and 3 only apply to students in grades KG, 01, and 02. Students enrolled in all other grade levels should be reported with a blank. For Submission 1: report grade level reading status based on the Beginning of Year assessment results. For Submission 3: report grade level reading status based on the latest assessment results available for the student. For Submission 4: The EARLY-READING-INDICATOR-CODE must be blank for all students. 31

Data Standards Data Reporting Changes 300 Course Section Data - Campus Record NON-CAMPUS-BASED-INSTRUCTION-CODE (E1072) indicates that a course was offered for class credit or student achievement, but 1) was not taught by a school district/charter school employee or a contracted teacher, or 2) was taught by a school district/charter school employee or a contracted teacher at a facility other than the campus where the student is enrolled. Refer to Non Campus Based Instruction Code Reporting Guidelines 33

Data Standards Data Reporting Changes 300 Course Section Data - Campus Record SERVICE-ID (E0724) refers to the services supplied by staff. For the 305 Teacher Class Assignment record, do not include courses with SERVICE-IDs that begin with SA, SE, SR, SS, 01, 8, or 9. Additionally the SERVICE-IDs for Prekindergarten and Kindergarten that begin with “02” cannot be reported on the 305 Teacher Class Assignment record. This rule is enforced by a fatal edit. 34

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data SERVICE-ID (E0724) refers to the services supplied by staff. For the 305 Teacher Class Assignment record, do not include courses with SERVICE-IDs that begin with SA, SE, SR, SS, 01, 8, or 9. Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record CLASS-ROLE A “Teacher of Record” is almost always in the classroom of a particular course section delivering the class curriculum delivery to students, and determining the final outcome for each student in the class. 36

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record CLASS-ROLE Each course section must be reported with at least one “Teacher of Record”. This rule is enforced by a fatal edit. If the “Teacher of Record” changes during the duration of the course section, then the “Teacher of Record” will be shown with an ending date and the new “Teacher of Record” will be shown in the same course section with a starting date after the former “Teacher of Record” ended their service for the course section. 37

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record CLASS-ROLE An “Assistant Teacher” is almost always in the classroom of a particular course section and assist the “Teacher of Record” in the delivery of the class curriculum to the students. This teacher may work with the students as a whole or in part as directed by the “Teacher of Record”. 38

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record CLASS-ROLE A “Support Teacher” is occasionally in the classroom assisting the “Teacher of Record” with the delivery of specialized instruction related to that course section for all or part of the class as directed by the “Teacher of Record”. 39

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record ASSIGNMENT-BEGIN-DATE If more than one teacher is assigned to a course section during the duration of a course section, then there must be a 305 Teacher Class Assignment record for each teacher that was assigned to the course section. 40

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record ASSIGNMENT-BEGIN-DATE If after being assigned to a particular course section a teacher leaves that course section, then there must be a 305 Teacher Class Assignment record reflecting both the ASSIGNMENT-BEGIN-DATE and the Teacher Class Assignment for that particular teacher’s segment of service to that course section. 41

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record ASSIGNMENT-END-DATE If after being assigned to a particular course section a teacher leaves that course section, then there must be a 305 Teacher Class Assignment record reflecting both the ASSIGNMENT-BEGIN-DATE and the Teacher Class Assignment for that particular teacher’s segment of service to that course section. 42

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record ASSIGNMENT-END-DATE If a particular teacher is assigned to a course section, leaves that course section assignment more than once, then there must be a 305 Teacher Class Assignment record for each of these teacher ASSIGNMENT-BEGIN-DATE and ASSIGNMENT-BEGIN-DATEs. 43

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record If a school reports a teacher for a non- campus based setting, all appropriate staff data must be reported. (040, 043, 045, 050, and 305) 44

Data Standards Data Reporting Changes 305 Teacher Class Assignment Data Record The Student Attendance Accounting Handbook requires a teacher of record to be reported for most CTE classes for which a school claims CTE funding. 45

Data Standards Data Reporting Changes 400 Basic Attendance Data- Student Record PEP-INDICATOR-CODE (E1012) has been deleted from the record. 46

Data Standards Data Reporting Changes 400 Basic Attendance Data- Student Record All reporting instructions related to the PEP-INDICATOR-CODE have been deleted from the reporting instructions and examples. 47

Data Standards Data Reporting Changes 407 Student Data - Optional Extended Year Program OEYP data record has been removed from the PEIMS Data Standards. 48

Data Standards Data Reporting Changes 407 Student Data - Optional Extended Year Program As a result of the OEYP sunset, PEIMS data elements E OEYP Program Type Code and E1029 – OEYP Promotion Retention Code have been removed from the PEIMS Data Standards. 49

Data Standards Data Reporting Changes 415 Course Completion Data SERVICE-ID (E0724) refers to the services supplied by staff. For the 415 Course Completion record, do not include courses with SERVICE-IDs that begin with SA, SE, SR, SS, 01, 8, or 9. Additionally the SERVICE-IDs for Prekindergarten and Kindergarten that begin with “02” cannot be reported on the 305 Teacher Class Assignment record. This rule is enforced by a fatal edit. 50

Data Standards Data Reporting Changes 415 Course Completion Data DUAL-CREDIT-INDICATOR-CODE Advanced Placement courses reported on the 415 Course Completion record cannot be reported as dual credit unless the course has been approved as an AP® course by the College Board through the AP® Course Audit. A College Board-approved AP® course must adhere to the AP® course descriptions and be approved through the AP® Course Audit. This means the college instructor must have submitted his/her course syllabus and have received approval in advance. 51

Data Standards Data Reporting Changes 415 Course Completion Data Course Grade (E1071) is deleted from Course Completion record. Final Course Grade (E1075) is deleted from 415 Course Completion record. 52

Data Standards Data Standards Code Table Revisions As a result of the OEYP sunset, PEIMS code tables C168 - Optional Extended Year Program Type Code, and C170 - OEYP Promotion Retention Indicator Code are deleted. 53

Data Standards Data Reporting Changes 425 Disciplinary Action Data Behavior Location Code indicates where a student committed an applicable offense that is enumerated in Texas Education Code or (On/off campus, school related activities, etc…). 55

Data Standards Data Reporting Changes Behavior Location Code - In most cases where the BEHAVIOR-LOCATION-CODE is applicable to a particular DISCIPLINARY-ACTION-REASON-CODE, there is more than one possible action for that DISCIPLINARY-ACTION-REASON-CODE depending upon where the behavior occurred. 56

Data Standards Data Reporting Changes Behavior Location Code - If a DISCIPLINARY- ACTION-REASON-CODE only has a BEHAVIOR- LOCATION-CODE of 00 - Not Applicable, then the Texas Education Code Chapter 37 is silent as to a location of the behavior and it does not matter where the behavior occurred so long as the local Student Code of Conduct addresses the LEAs ability to take action for the behavior where it occurred. 57

Data Standards Data Reporting Changes 435 Student Restraint Data School staff persons performing student restraints are divided into two categories: 1) LEA employees or volunteers, and 2) LEA police officers or school resource officers (SRO). 65

Data Standards Data Reporting Changes 435 Student Restraint Data LEA employees are not law enforcement personnel. Student restraints performed by these staff are only reported if the student was a special education student at the time of the restraint event. Do not report non-special education student restraints performed by LEA employees or volunteers. 66

Data Standards Data Reporting Changes 435 Student Restraint Data LEA police officers are licensed peace officers who are employed by a police department created by a particular LEA school board. School Resource Officers (SRO) are licensed peace officers who are employed by a state, county, or municipal law enforcement agency who through contract with a school district or charter school provide a police presence at a school district or charter school, or at a school campus. 67

Data Standards Data Reporting Changes 435 Student Restraint Data Do not report student restraint events that are performed by law enforcement personnel who are not employed by a LEA police department or who are not serving as an SRO under a MOU with a LEA. 68
