The Honorable David A. Montoya Inspector General January 15, 2013

 Organizationally located within the Department, the OIG operates independently with separate budgetary authority.  This independence allows for clear and objective reporting to the Secretary and Congress. Activities seek to:  Promote fiscal responsibility and financial accountability  Strengthen the soundness of public and Indian housing  Improve HUD’s execution of and accountability for grant funds  Protect the integrity of the housing insurance and guarantee programs

 The Executive Office and the Offices of Audit, Investigation, Counsel, and Management are located in Headquarters.  The Offices of Audit and Investigation have staff located in eight regions and numerous field offices. HUD OIG Regions

 Tenant Integrity Program  Revitalize and Expand Program with PHADA’s Participation  Proactive and Preventive Approach

 We look to PHADA to set the tone for ethical behavior.  We endorse PHADA’s code of ethics.  We want to be your partner to create a culture where bad behavior is not tolerated.

 Over 300 open criminal cases involving PHA Officials  In 2012, for example, over 80 PHA officials convicted of various criminal wrongdoings  Increased unwanted Congressional and media attention.

 Little Oversight of PHA.  Constant movement of poor performing Executive Directors.  Use of Independent Public Accountant Audits.
