Scoping Study Proposal: Physics Section Introduced by: Paul Harrison University of Warwick

Primary Goal “To establish the physics case for (or against!) a neutrino factory in the context of: The likely knowledge of neutrino physics parameters from other anticipated experimental developments between now and the time-frame The possibility of alternative or complementary neutrino beam sources: –next-generation neutrino super-beams –beta-beams”

The Physics Case Must be built on the capacity for a NF (and/or alternatives) to answer the outstanding questions: What is the value of |U e3 |? Is there CP violation in neutrino oscillations, and, if so, what is the value of the CP- violating phase,  ? How exact is  symmetry, ie. what is the value of  23 -  /4? Is the mass hierarchy normal or inverted? ie.what is the sign of  m 2 23 ?

With Respect to the Above: In context of the other information available in the cited time-frame: What optimised sensitivities on the answers to the above questions might be achieved at a NF? What sensitivities are needed? What sensitivities could be obtained if all/some of the resource were spent, instead, on alternative neutrino oscillation facilities?

Proposal Establish of a (set of) Physics Working Groups to answer above questions WG(s) will be comprised of the interested physicists from around the world, working in collaboration. Each will have a convener (or conveners) to coordinate their activities. Activities will be stimulated by a series of Physics Workshops at 3-monthly intervals Output from WG(s) will be chapters, or addenda, to the scoping-study report, which will summarise their activities and report the conclusions.

Possible Working Group Topics (for discussion): Appearance measurements Disappearance measurements Overall determination of the MNS matrix elements Beyond SM tests Non-oscillation physics Each WG would consider a neutrino factory, 2 nd -generation superbeams and beta beams. Is this the right way to divide things up?

Funding Success relies on funding for travel to the Physics Workshops Workshops will typically last 3-4 days. Typical cost might be 1000 Euros per participant per Workshop. We need to consider this (from where will it be funded?)

Conclusion There is no conclusion, as all the above needs to be discussed!
