E-rate (Schools and Libraries Universal Service Support Mechanism) Provides discounts to assist most schools and libraries to obtain affordable telecommunications and Internet access. Four Categories of Service Telecommunications Services Internet Access Internal Connections Basic Maintenance of Internal Connections What services are eligible?

E-rate (Schools and Libraries Universal Service Support Mechanism) E-rate supports connectivity The conduit or pipeline from the Internet to the library Internet access E-rate does not cover end-user equipment Computers and telephones Software Professional Development Discounts based on need From 20% to 90% Urban or Rural National School Lunch Program

E-rate (Schools and Libraries Universal Service Support Mechanism) Technology Plan Clear goals Professional development strategy Assessment of services needed Sufficient budget for non-discounted portion Evaluation process to monitor progress New for FY2011!!!!! Technology plans are only needed for Internal Connections or BMIC.

E-rate (Schools and Libraries Universal Service Support Mechanism) Open a Competitive Bidding Process (Form 470) Fill out form, online preferred Form is posted online for service providers Form tells SLD and providers what services you want Wait 28 days! SLD sends Receipt Notification Letter with Allowable Vendor Selection Date Evaluate bids and select provider

E-rate (Schools and Libraries Universal Service Support Mechanism) Request program support (Form 471) Tells the SLD that you have selected a provider and are requesting funding Also used to calculate the discount portion IMPORTANT! Certifications Funding Commitment Decision Letter SLD sends letter(s) to applicant and provider Sets out decisions on each funding request

E-rate (Schools and Libraries Universal Service Support Mechanism) Receipt of Service Confirmation (Form 486) Tells the SLD that services have begun Assures the SLD that it funds services that have actually been delivered The Invoice (Form 472 or Form 474) SLD needs an invoice in order to pay the discount amount For reimbursement after bill payment use Form 472 For discounts on bill before payment use Form 474

E-rate (Schools and Libraries Universal Service Support Mechanism) VERY IMPORTANT! RECORD RETENTION Applicants must retain their records for at least five years after the last date of service delivered to be able to comply with audits and other inquiries and investigations. A sample of applicants are visited (read: audited) to ensure services have been delivered in compliance with FCC rules. More Information Telephone:
