Statusreport Indicative Occupational Exposure Limit Values (IOEL) for CO and NO/NO2 SSDEI 2 March 2015

Carbon Monoxide (Status: March 2015) SCOEL-Recommendation from October 1995 (SEG/SUM 57) 8 hour TWA: 20 ppm (23 mg/m3), STEL (15 mins): 100 ppm (117 mg/m3) Position of the SSDEI Scientific evaluation is not conclusive; modification relates only to groups exposed to special risks; preferred value approach; technically and economically not feasible; consider the special conditions in mining with regard to the employees. 23 September 2014 Standing Working Party Extractive Industry (SWPEI) Not to take CO on the fourth list of OEL‘s or to include a footnote that the proposed value is not applicable to the extractive industry; Creation of a working group to compile the technical, economical and social effects of the SCOEL recommendation for NO, NO2, CO 21 and 22 October 2014

Carbon Monoxide (Status: March 2015) Advisory Committee for Safety and Health at workplace(ACSH) Proposal for an Indicative Occupational Exposure Limit Value (IOELV) for CO (20 ppm) in the 4th list; no interest group followed the proposal not to include CO in the 4th list. Supplement Opinion: Some concern was raised within the WPC regarding the feasibility of implementation and a potential need for a transitional period of these limit values in the mining sector. The SWPEI expresses doubts regarding the ability of the mining sector to comply with these limit values. 26 and 27 November 2014 20 and 21 May 2015 Advisory Committee for Safety and Health at workplace(ACSH) Adoption of the fourth list of IOEL‘s, CO included with 20 ppm and a footnote with a transitional period for the mining sector. Nitrogen Oxides (NO/NO2) (Status: March 2014) SCOEL-Recommendations Nitrogen monoxide (NO) from June 2014 (SCOEL/SUM/89) 8-hour TWA: 2 ppm (2.5 mg/m3), STEL (15-mins): Not applicable Nitrogen dioxide (NO2) from June 2014 (SCOEL/SUM/53) 8-hour TWA: 0.5 ppm (0.955 mg/m3), STEL (15-mins): 1 ppm (1.91 mg/m3) 23 September 2014 Position of the SSDEI Recognition of the results of the studies conducted on effects of NO and NO2 exposure at higher exposure levels. Consideration of the technical measurability and controllability of NO and NO2 in underground mines in reality. Consideration of the practical risk management alternatives. Account to be taken of the technical and economic feasibility of the indicative limit value proposals in underground mining in Europe.

Nitrogen Oxides (NO/NO2) (Status: March 2014) Advisory Committee on Safety and Health (ACSH) Postponement of the discusion on the proposals for Indicative Occupational Exposure Limit Values (IOELV) for NO and NO2 26 and 27 November 2014 11 and 12 February 2015 Working Party Chemicals The inclusion of NO and NO2 in the 4th list of IOEL’s was not avoidable. All interest groups has acknowledged the specific problems of the underground mining industry and the tunelling sector. “The WPC encourages the SWP to provide practical guidance on how the limits can be met to the greatest extent possible, and to report progress.” “The Commission has been informed of challenges regarding measurement methodologies for NO2 and is checking the suitability of available approaches”.
