3 NRIC V Charter 2. Network Reliability. (a) The Committee will evaluate, and report on, the reliability of public telecommunications network services in the United States, including the reliability of packet switched networks. (c) During the charter of the previous Committee, interested participants recommended that the FCC adopt a voluntary reporting program, administered by the National Communications System, to gather outage data for those telecommunications and information service providers not currently required to report outages. The Committee will monitor this process, analyze the data obtained from the voluntary trial and report on the efficacy of that process, as well as the on- going reliability of such services.

4 Steps to the Development of an “Outage” Reporting Threshold 1.Definition of “outage” –Disruption more appropriate for packet switching –Network affecting vs. end user affecting 2.Development of disruption measurement(s) –Must be appropriate and “easily” measurable 3.Development of threshold for disruption measurement(s) A.Internal management B.External reporting

6 Conclusions 2B2 Continue to monitor the above mentioned sources (and others) for deliverables and then see how deliverables meet the NRIC objectives If disruption reporting is a high NRIC priority, then more ISPs need to be recruited and to be involved in the process
