EMMS R4 GARF Addendum Ryan Aldridge, ERCOT Wholesale Market Development

Background PRR’s 413, 491, and 423 will be developed in EMMS Release 4. These PRR’s require ERCOT to collect additional information on each Resource within ERCOT. This presentation is to discuss the data collection process and timelines.

PRR’s 413 and 491 (RPRS) New Resource Information terms and definitions Lead Time – Minimum time, in minutes, until the Resource is available for Balancing Energy deployment Minimum Up Time – Minimum time, in minutes, that an instruction must be for. If instructed, this is the minimum length of time that the instruction must be for. Minimum Down Time – Minimum time, in minutes, from disconnect/shut down until the unit can come back on. This is the minimum amount of time a unit requires between shutting down and being instructed back on.

PRR 423 New Resource Information terms and definitions (cont) Qualifying Facility – A qualifying cogenerator or qualifying small power producer according to regulatory qualification criteria as defined in PURA. This will be a yes or no answer.

Process for collection Addendum form will be sent out from ERCOT Client Services on June 1, Form will be sent to Resources within ERCOT. Form will be due on August 1, 2004.

Need WMS Approval If ERCOT does not receive information by the August 1 st deadline: ERCOT Client Services will attempt to obtain the information from each Resource that has not supplied information or has responded incorrectly. If ERCOT has not received information by the implementation date of EMMS R4, tentatively planned for Nov 2004, ERCOT will take all Resources with the same Fuel Type Categories and take the Minimum value for Lead Time Minimum value for Minimum Up Time, and Maximum value for Minimum Down Time This process will only be used one time. For example, ERCOT will not keep a running account of the minimum values amongst all Resources.

Example A Combined Cycle > 90 MW Resource does not supply information or has supplied incorrect information that has not been corrected by the implementation date of EMMS R4. ERCOT will take all of the other Combined Cycle > 90 MW Resources that did supply correct information ERCOT will input the Minimum value for Lead Time Minimum value for Minimum Up Time, and Minimum value for Minimum Down Time

How to Change this information To change this information after the implementation date of EMMS R4, Resources should use the NCI (Notice of Change of Information) This form should be sent to ERCOT Legal for approval Once approved, ERCOT has 3 days to implement the NCI within the ERCOT systems.

ERCOT is looking for the following: WMS approval for information collection methodology WMS approval for methodology to reconcile any outstanding form by the implementation date of EMMS R4.
